Internet Learn<strong>in</strong>g<br />
Centre<br />
<strong>in</strong> Zimbabwe<br />
In 1999, 13 computer<br />
<strong>and</strong> Internet centres were<br />
opened at school <strong>and</strong> community-oriented<br />
centres <strong>in</strong><br />
Zimbabwe. These centres<br />
were established through<br />
a partnership between the<br />
Zimbabwe M<strong>in</strong>istry <strong>of</strong> <strong>Education</strong>,<br />
Sport <strong>and</strong> Culture<br />
<strong>and</strong> the World Bank-sponsored<br />
Zimbabwe-World<br />
L<strong>in</strong>k for Development Programme<br />
(WorLD). Three <strong>of</strong><br />
the sites are at secondary<br />
schools, n<strong>in</strong>e <strong>in</strong> educational<br />
resource centres <strong>and</strong> one is<br />
<strong>in</strong> a mobile van. One <strong>of</strong> the<br />
sites is called the B<strong>in</strong>dura<br />
Internet Centre.<br />
As an example <strong>of</strong> these<br />
centres, the B<strong>in</strong>dura Centre<br />
uses ten networked computers<br />
<strong>and</strong> Internet access<br />
to provide tra<strong>in</strong><strong>in</strong>g <strong>in</strong> how<br />
to use these tools for educational<br />
<strong>and</strong> pr<strong>of</strong>essional<br />
development. Because <strong>of</strong><br />
its size the Centre can only<br />
serve a limited number <strong>of</strong><br />
clients at one time, typically<br />
10 to 20 people, but<br />
the impact <strong>of</strong> the tra<strong>in</strong><strong>in</strong>g<br />
<strong>of</strong>fered is considerable. IT<br />
resource teachers were<br />
recruited nationally <strong>and</strong><br />
were given special tra<strong>in</strong><strong>in</strong>g<br />
to prepare them for the<br />
tra<strong>in</strong><strong>in</strong>g <strong>and</strong> facilitation<br />
they do <strong>in</strong> the Centres. The<br />
facilitators provide <strong>in</strong>struction<br />
<strong>in</strong> computer literacy,<br />
s<strong>of</strong>tware applications, <strong>and</strong><br />
onl<strong>in</strong>e collaboration.<br />
Students <strong>and</strong> teachers at<br />
the B<strong>in</strong>dura Centre are<br />
us<strong>in</strong>g the resources <strong>and</strong><br />
IT tra<strong>in</strong><strong>in</strong>g to complement<br />
their classroom activities,<br />
Open University students<br />
are download<strong>in</strong>g useful<br />
research <strong>in</strong>formation <strong>and</strong><br />
private clients are develop<strong>in</strong>g<br />
skills to improve<br />
their pr<strong>of</strong>essional <strong>and</strong> organisational<br />
productivity.<br />
It is a successful model<br />
<strong>of</strong> a dual-use telecentre,<br />
i.e., serv<strong>in</strong>g students <strong>and</strong><br />
teachers dur<strong>in</strong>g the day<br />
<strong>and</strong> the general community<br />
<strong>and</strong> adult learners <strong>in</strong><br />
the even<strong>in</strong>gs, weekends<br />
<strong>and</strong> holidays. The B<strong>in</strong>dura<br />
Centre serves approximately<br />
180 students <strong>and</strong><br />
teachers.<br />
