<strong>in</strong> Ug<strong>and</strong>a<br />

In Ug<strong>and</strong>a the school-based<br />

telecentre approach to rural<br />

<strong>ICT</strong> access has been used<br />

as part <strong>of</strong> the WorLD programme.<br />

The aim <strong>of</strong> this<br />

model is to provide <strong>ICT</strong><br />

for educational use with<strong>in</strong><br />

schools, as well as access<br />

to the surround<strong>in</strong>g community,<br />

after school, <strong>in</strong> the<br />

even<strong>in</strong>gs, <strong>and</strong> at weekends.<br />

This is an important<br />

model to consider s<strong>in</strong>ce<br />

the benefits <strong>of</strong> <strong>in</strong>volv<strong>in</strong>g<br />

communities <strong>in</strong> education<br />

have been a focus <strong>of</strong> several<br />

educational projects <strong>in</strong><br />

Africa (Watt, 2001). However,<br />

very <strong>of</strong>ten <strong>in</strong>volv<strong>in</strong>g<br />

the community has been a<br />

response to an educational<br />

crisis rather than an <strong>in</strong>tegral<br />

aspect <strong>of</strong> educational<br />

plann<strong>in</strong>g that recognised<br />

the potential contribution<br />

that community <strong>in</strong>volvement<br />

can make. The<br />

school-based telecentre<br />

model also addresses<br />

fundamental susta<strong>in</strong>ability<br />

problems for telecentres<br />

with respect to management<br />

<strong>and</strong> relevant content<br />

generation.<br />

The project <strong>in</strong> Ug<strong>and</strong>a<br />

began <strong>in</strong> September 2001<br />

with tra<strong>in</strong><strong>in</strong>g provided to<br />

representatives from 14<br />

secondary schools <strong>and</strong><br />

one national teacher tra<strong>in</strong><strong>in</strong>g<br />

college. The network<br />

<strong>in</strong>cludes 15 school-based<br />

telecentres. Very Small<br />

Aperture Term<strong>in</strong>al (VSAT)<br />

satellite technology is used<br />

to connect to the Internet.<br />

The cost for this connection<br />

is shared among<br />

the schools <strong>and</strong> is about<br />

US$200 per month, with<br />

World L<strong>in</strong>ks contribut<strong>in</strong>g<br />

US$200 per month for two<br />

years. SchoolNet Ug<strong>and</strong>a<br />

provides the adm<strong>in</strong>istration<br />

<strong>and</strong> coord<strong>in</strong>ation <strong>of</strong><br />

the project, <strong>and</strong> a national<br />

coord<strong>in</strong>ator, technical<br />

coord<strong>in</strong>ator, <strong>and</strong> a community<br />

development <strong>and</strong><br />

small bus<strong>in</strong>ess specialist<br />

are part <strong>of</strong> the staff. With<strong>in</strong><br />

each school there is a local<br />

<strong>ICT</strong> coord<strong>in</strong>ator who is generally<br />

also a teacher. Each<br />

school-based telecentre<br />

has a management committee<br />

who design the<br />

broad programme direction.<br />

Thus far, the project<br />

has made several important<br />

achievements. The M<strong>in</strong>istry<br />

<strong>of</strong> <strong>Education</strong> has given full<br />

support, the head teachers<br />

have taken responsibility<br />

for meet<strong>in</strong>g the runn<strong>in</strong>g<br />

costs, all <strong>ICT</strong> coord<strong>in</strong>ators<br />

have been tra<strong>in</strong>ed, teachers<br />

<strong>and</strong> students <strong>in</strong> schools<br />

are undergo<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g,<br />

<strong>and</strong> <strong>in</strong> some <strong>of</strong> the communities<br />

where there was<br />

no other communication<br />

system before, the project<br />

is seen as fundamental to<br />

the community’s development.<br />
