9. <strong>ICT</strong> <strong>in</strong> Primary <strong>and</strong> Secondary <strong>Education</strong><br />
Thus, it is clear that the focus <strong>of</strong> school network<strong>in</strong>g is not simply on the<br />
availability <strong>of</strong> <strong>ICT</strong> <strong>in</strong> schools, but also on use <strong>of</strong> this technology as a<br />
means <strong>of</strong> work<strong>in</strong>g together to improve school<strong>in</strong>g opportunities across<br />
the African cont<strong>in</strong>ent. This <strong>in</strong>cludes use <strong>of</strong> <strong>ICT</strong>s with<strong>in</strong> the classroom<br />
<strong>and</strong> for adm<strong>in</strong>istrative <strong>and</strong> management purposes. Therefore, school<br />
network<strong>in</strong>g encompasses more than the <strong>in</strong>troduction <strong>of</strong> computers<br />
<strong>in</strong>to schools (although this is an important activity), s<strong>in</strong>ce it implies that<br />
schools ga<strong>in</strong> the ability to work together, to share resources <strong>and</strong> so to<br />
become more effective.<br />
Draw<strong>in</strong>g on experiences from the World L<strong>in</strong>ks for Development<br />
Programme, Robert Hawk<strong>in</strong>s (2002) details ten lessons for <strong>ICT</strong> (<strong>in</strong> this<br />
case computers specifically) <strong>and</strong> education <strong>in</strong> the develop<strong>in</strong>g world.<br />
These are:<br />
• Computer laboratories take time <strong>and</strong> money, but they work<br />
• Technical support cannot be overlooked<br />
• Non-competitive telecommunications <strong>in</strong>frastructure, policies, <strong>and</strong><br />
