by these processes <strong>and</strong> more specifically, was a direct outcome <strong>of</strong> the<br />

first African Development Forum <strong>in</strong> 1999. The UNECA-driven processes<br />

after ADF 99 led to a strategy to consolidate the AISI framework which<br />

<strong>in</strong>cludes the call for an African Learn<strong>in</strong>g Network compris<strong>in</strong>g three<br />

components: VarsityNet, Out <strong>of</strong> School Youth Network (OOSYNet), <strong>and</strong><br />

SchoolNet Africa.<br />

Over the past three years however, parallel regional networks <strong>and</strong> programmes<br />

to promote <strong>ICT</strong>s <strong>in</strong> school education <strong>in</strong> Africa have also been<br />

formed. Here the World L<strong>in</strong>ks for Development Program (WORLD), the<br />

Department for International Development (DFID)’s Imfundo Project <strong>and</strong><br />

to a lesser extent, Schools Onl<strong>in</strong>e have consolidated their programmes<br />

<strong>in</strong> Africa over the past two years <strong>and</strong> have country projects <strong>in</strong> several<br />

African countries. To date, conscious attempts at collaboration between<br />

the various regional programs rema<strong>in</strong> limited. More recently, the New<br />

Partnership for African Development (NEPAD) has also been <strong>in</strong>troduced,<br />

spearheaded by a number <strong>of</strong> heads <strong>of</strong> state <strong>in</strong> a renewed attempt at<br />

African revival.<br />

6. Africa, <strong>ICT</strong> <strong>and</strong> Development<br />

NEPAD 7 provides an African-owned <strong>and</strong> African-led effort to promote<br />

accelerated economic growth <strong>and</strong> susta<strong>in</strong>able development for Africa,<br />

based on partnerships between African countries themselves, but also<br />

between Africa <strong>and</strong> the developed world. NEPAD explicitly recognizes<br />

<strong>ICT</strong> as a key priority <strong>in</strong> development efforts for the cont<strong>in</strong>ent (NEPAD,<br />

2001). In the NEPAD document, several comparative advantages for the<br />

African cont<strong>in</strong>ent from <strong>in</strong>tensive <strong>ICT</strong> use are identified. These <strong>in</strong>clude:<br />

support <strong>of</strong> democratization <strong>and</strong> good governance, <strong>in</strong>tegration <strong>in</strong>to the<br />

<strong>in</strong>formation society, provision <strong>of</strong> tra<strong>in</strong><strong>in</strong>g, use <strong>in</strong> research, enhancement<br />

<strong>of</strong> trade opportunities, support <strong>of</strong> regional distance learn<strong>in</strong>g <strong>and</strong> health<br />

programmes, <strong>in</strong>put to conflict management <strong>and</strong> the control <strong>of</strong> p<strong>and</strong>emic<br />

diseases through early warn<strong>in</strong>g systems. Five specific objectives with<br />

respect to <strong>ICT</strong> are noted. These are:<br />

• To double teledensity to two l<strong>in</strong>es per 100 people by 2005, with an<br />

adequate level <strong>of</strong> access for households<br />

• To lower the costs <strong>and</strong> improve reliability <strong>of</strong> service<br />

7. NEPAD is a comprehensive plan for the development <strong>of</strong> Africa, the details <strong>of</strong> which<br />

cannot be covered here. It is however important to note that this <strong>in</strong>itiative has been criticized<br />

from several fronts. Notwithst<strong>and</strong><strong>in</strong>g, this document is currently a def<strong>in</strong><strong>in</strong>g approach for<br />

development <strong>and</strong> change <strong>in</strong> Africa.
