technologies to support education need to underst<strong>and</strong> the nature <strong>of</strong> the<br />
communication between educators <strong>and</strong> learners <strong>in</strong> order to seek ways<br />
to support <strong>and</strong> enhance these processes. Any teach<strong>in</strong>g <strong>and</strong> learn<strong>in</strong>g<br />
process consists <strong>of</strong> comb<strong>in</strong>ations <strong>of</strong> different modes <strong>of</strong> communication,<br />
which <strong>in</strong> turn support the teach<strong>in</strong>g <strong>and</strong> learn<strong>in</strong>g strategies <strong>and</strong> activities<br />
<strong>of</strong> a particular course. This communication can either be one-way or<br />
two-way, depend<strong>in</strong>g on need. Communication can take place <strong>in</strong> various<br />
ways:<br />
• Face-to-face, for example, <strong>in</strong> classes, tutorials, or practical sessions;<br />
• Via correspondence, whether it <strong>in</strong>volves post, courier, fax, or electronic<br />
mail;<br />
• Us<strong>in</strong>g pr<strong>in</strong>ted media <strong>of</strong> various k<strong>in</strong>ds, which can be distributed either<br />
via correspondence or <strong>in</strong> face-to-face sessions;<br />
• Us<strong>in</strong>g audio such as radio, audio cassettes, telephone calls, or audio<br />
conferenc<strong>in</strong>g;<br />
• Us<strong>in</strong>g video, for example, one-way broadcast<strong>in</strong>g, video, or videoconferenc<strong>in</strong>g;<br />
• Us<strong>in</strong>g computers <strong>and</strong> computer-based multimedia, whether they be<br />
st<strong>and</strong>-alone or part <strong>of</strong> a network.<br />
Mak<strong>in</strong>g decisions about technologies always requires a clear underst<strong>and</strong><strong>in</strong>g<br />
<strong>of</strong> the varied teach<strong>in</strong>g <strong>and</strong> learn<strong>in</strong>g environments that one<br />
aims to support, as well as their potential functions. There are three<br />
broad applications for technologies:<br />
3.1.1. Technologies to Support the <strong>Education</strong>al Provider<br />
Technologies have a crucial role to play <strong>in</strong> support<strong>in</strong>g the educational<br />
provider itself, particularly <strong>in</strong> its day-to-day management <strong>and</strong> adm<strong>in</strong>istration.<br />
Regretfully, however, this important use is <strong>of</strong>ten neglected, both<br />
<strong>in</strong> policy statements <strong>and</strong> <strong>in</strong> the deliberations <strong>of</strong> people plann<strong>in</strong>g the use<br />
<strong>of</strong> technologies to support education <strong>and</strong> tra<strong>in</strong><strong>in</strong>g.<br />
While some technologies, such as telephones <strong>and</strong> fil<strong>in</strong>g cab<strong>in</strong>ets, have<br />
long been used for these purposes, there is a grow<strong>in</strong>g underst<strong>and</strong><strong>in</strong>g<br />
that the rapid development <strong>of</strong> <strong>in</strong>formation <strong>and</strong> communication technologies<br />
provide significant opportunities for generat<strong>in</strong>g sav<strong>in</strong>gs <strong>in</strong> this<br />
area <strong>of</strong> education <strong>and</strong> tra<strong>in</strong><strong>in</strong>g <strong>and</strong> also for lead<strong>in</strong>g to more effective<br />
management <strong>and</strong> adm<strong>in</strong>istration systems. For example, the grow<strong>in</strong>g use<br />
