impact<strong>in</strong>g on the learn<strong>in</strong>g situation. In some cases, new <strong>ICT</strong> will not be<br />
the most appropriate means <strong>of</strong> enhanc<strong>in</strong>g either access to, or quality<br />
<strong>of</strong>, education. The focus must be on sound pedagogy <strong>and</strong> on how <strong>ICT</strong>s<br />
can contribute to achiev<strong>in</strong>g this aim. ‘To “tech” or not to “tech” is not the<br />
question. The real question is how to harvest the power <strong>of</strong> technology<br />
to meet the challenges <strong>of</strong> the 21st century <strong>and</strong> make education relevant,<br />
responsive, <strong>and</strong> effective for anyone, anywhere, anytime’ (Haddad &<br />
Draxler, 2002, p16).<br />
Hav<strong>in</strong>g covered many <strong>of</strong> the central theoretical <strong>and</strong> conceptual issues<br />
with respect to <strong>ICT</strong> <strong>and</strong> education, the follow<strong>in</strong>g sections will focus<br />
specifically on <strong>in</strong>itiatives <strong>in</strong> sub-Saharan Africa with<strong>in</strong> the different<br />
educational levels.<br />
