12 Work<strong>in</strong>g Group on Distance <strong>Education</strong> <strong>and</strong> Open Learn<strong>in</strong>g<br />
for the majority <strong>of</strong> people <strong>in</strong> Africa (many <strong>of</strong> whom are now excluded<br />
from educational opportunities <strong>of</strong> any form). The report is based on<br />
desk research, <strong>in</strong>clud<strong>in</strong>g a review <strong>of</strong> literature <strong>and</strong> examples <strong>of</strong> current<br />
<strong>in</strong>itiatives us<strong>in</strong>g <strong>ICT</strong>s for education <strong>in</strong> sub-Saharan Africa, with a specific<br />
focus on open <strong>and</strong> distance learn<strong>in</strong>g.<br />
The report beg<strong>in</strong>s with a discussion <strong>of</strong> the socio-economic context <strong>of</strong><br />
the cont<strong>in</strong>ent, <strong>in</strong>clud<strong>in</strong>g the broad educational context with<strong>in</strong> which any<br />
efforts to make use <strong>of</strong> <strong>ICT</strong>s <strong>and</strong>/or distance education must function.<br />
The role <strong>of</strong> <strong>ICT</strong>s <strong>in</strong> Africa’s development generally, <strong>in</strong>clud<strong>in</strong>g the <strong>ICT</strong><br />
<strong>in</strong>frastructure currently available, is elaborated. The importance <strong>of</strong> <strong>ICT</strong>s<br />
for educational provision is discussed <strong>and</strong> the issues, achievements, <strong>and</strong><br />
k<strong>in</strong>ds <strong>of</strong> projects be<strong>in</strong>g implemented <strong>in</strong> primary <strong>and</strong> secondary education,<br />
tertiary education, adult or basic education, <strong>and</strong> teacher tra<strong>in</strong><strong>in</strong>g are<br />
also reviewed. F<strong>in</strong>ally, f<strong>in</strong>ancial considerations when implement<strong>in</strong>g an<br />
<strong>ICT</strong>-based educational strategy <strong>in</strong> the African context are discussed.<br />
As a first step, it is important to clarify what is understood by distance<br />
education, open learn<strong>in</strong>g, <strong>and</strong> <strong>ICT</strong>s, as these concepts form the basis<br />
<strong>of</strong> this report <strong>and</strong> are <strong>of</strong>ten used differently by authors <strong>in</strong> the field, <strong>and</strong><br />
also by educational providers.<br />
