11 Registrati<strong>on</strong> dossier<br />
11.1 Practical informati<strong>on</strong>/recommendati<strong>on</strong>s<br />
Potential registrants of the same substance have to share data and submit informati<strong>on</strong> jointly<br />
to <strong>ECHA</strong>. This obligati<strong>on</strong> applies both to phase-in and n<strong>on</strong>-phase-in substances. In order to<br />
fulfil this obligati<strong>on</strong>, potential registrants of a pre-registered phase-in substance are put in<br />
c<strong>on</strong>tact with each other after pre-registrati<strong>on</strong>. In the case of n<strong>on</strong> phase-in substances or<br />
phase-in substances which have not been pre-registered, potential registrants need to submit<br />
an inquiry to <strong>ECHA</strong> and they will receive in return informati<strong>on</strong> about any other registrant of the<br />
same substance.<br />
In this chapter you will find practical informati<strong>on</strong> and recommendati<strong>on</strong>s for use when preparing<br />
your registrati<strong>on</strong> dossier as (a) lead of a joint submissi<strong>on</strong>, (b) member of a joint submissi<strong>on</strong>,<br />
or (c) as an individual registrant in the case of a unique registrant for a substance.<br />
a) Lead Registrant of a joint submissi<strong>on</strong><br />
Existing Lead Registrants:<br />
Lead Registrants that have already registered still have obligati<strong>on</strong>s to future registrants<br />
wishing to register the same substance. Depending <strong>on</strong> the arrangements between the Lead<br />
Registrants and the other registrants within the SIEFs, the following acti<strong>on</strong>s may need to be<br />
taken:<br />

Inform (pre-)SIEF members of your existence as so<strong>on</strong> as possible<br />
Ensure that data sharing c<strong>on</strong>diti<strong>on</strong>s are fair, transparent and n<strong>on</strong> discriminatory<br />
Ensure that newcomers are <strong>on</strong>ly required to share costs of data needed for their<br />
t<strong>on</strong>nage band<br />
Distribute the tokens to new registrants to allow them to submit their registrati<strong>on</strong>s via<br />
REACH-IT<br />
