The REACH Regulati<strong>on</strong> refers to alloys as "special mixtures". Therefore an alloy is to be treated<br />
in the same way as other mixtures under REACH. This means that although the alloy is not<br />
subject to registrati<strong>on</strong>, the alloying elements (e.g. metals) have to be registered. The<br />
obligati<strong>on</strong> to register the alloying elements applies irrespectively of the producti<strong>on</strong> process<br />
involved in the manufacturing of the alloy. C<strong>on</strong>stituents which are not intenti<strong>on</strong>ally added to<br />
the alloy should be c<strong>on</strong>sidered as impurities (i.e. they are part of <strong>on</strong>e of the substances in the<br />
mixture) and therefore need not be registered separately.<br />
An article is an object which during producti<strong>on</strong> is given a special shape, surface or design<br />
which determines its functi<strong>on</strong> to a greater degree than does its chemical compositi<strong>on</strong> (e.g.<br />
manufactured goods such as textiles, electr<strong>on</strong>ic chips, furniture, books, toys, kitchen<br />
equipment). An individual substance in an article is subject to the registrati<strong>on</strong> obligati<strong>on</strong>s in<br />
case it is present in the article in quantities over <strong>on</strong>e t<strong>on</strong>ne per year and the substance is<br />
intended to be released under normal or reas<strong>on</strong>ably foreseeable c<strong>on</strong>diti<strong>on</strong>s of use. The<br />
registrati<strong>on</strong> obligati<strong>on</strong> applies to the producer of the article or, in case the article is imported,<br />
to the importer, insofar as the substance has not been registered for that use. Detailed<br />

The registrati<strong>on</strong> obligati<strong>on</strong>s apply therefore to the individual substances themselves,<br />
independently of whether they are <strong>on</strong> their own, in a mixture or in an article. In<br />
other words, <strong>on</strong>ly substances have to be registered under REACH, mixtures or<br />
articles do not.<br />
