1 General Introducti<strong>on</strong><br />

1.1 Aim of this guidance<br />

The aim of this guidance is to assist industry in determining which tasks and obligati<strong>on</strong>s have<br />

to be complied with to fulfil their registrati<strong>on</strong> requirements under REACH.<br />

This document guides potential registrants to answer the following questi<strong>on</strong>s:<br />

Who has registrati<strong>on</strong> obligati<strong>on</strong>s?<br />

Which substances are within the scope of REACH?<br />

Which substances need to be registered?<br />

When to pre-register and when to submit an inquiry?<br />

What is the registrati<strong>on</strong> dossier?<br />

How to prepare the registrati<strong>on</strong> dossier and submit it to <strong>ECHA</strong>?<br />

When does a registrati<strong>on</strong> dossier have to be submitted to <strong>ECHA</strong>?<br />

What is a joint submissi<strong>on</strong>?<br />

What are registrants' obligati<strong>on</strong>s regarding data sharing?<br />

When and how to update the registrati<strong>on</strong> dossier?<br />

What is the registrati<strong>on</strong> fee?<br />

What are the duties of <strong>ECHA</strong> <strong>on</strong>ce the registrati<strong>on</strong> dossier is submitted?<br />

The guidance is based <strong>on</strong> descripti<strong>on</strong>s of obligati<strong>on</strong>s supplemented by explanati<strong>on</strong>s and<br />

practical advice, which whenever possible are illustrated by examples. Throughout the text,<br />

explanati<strong>on</strong>s of the REACH processes are offered, providing references to relevant guidance<br />

documents and other useful tools.<br />

Whenever in the text of this guidance an ‘Annex’ or an ‘Article’ is menti<strong>on</strong>ed what is meant is<br />

an Annex or an Article of the REACH Regulati<strong>on</strong>. All references to the relevant Articles or<br />

Annexes or legal text quotati<strong>on</strong>s from the REACH Regulati<strong>on</strong> are always indicated in italics<br />

(e.g. Article 23).<br />

Whenever the EU is referred to in the text of this guidance, Iceland, Liechtenstein and Norway<br />

are also covered.<br />

The first part of the document is addressed to all potential registrants with or without an<br />

expert knowledge in the fields of chemicals and chemicals assessment. It explains what the<br />

registrati<strong>on</strong> requirements are, who is resp<strong>on</strong>sible for them and how and when they must be<br />

fulfilled.<br />

The sec<strong>on</strong>d part of the document provides an overview <strong>on</strong> how to prepare, update and submit<br />

a registrati<strong>on</strong> dossier.<br />

Figure 11 guides the reader through this document helping him to identify his registrati<strong>on</strong><br />

obligati<strong>on</strong>s.<br />

A tool, called the Navigator is also available to help the users identify their obligati<strong>on</strong>s under<br />
