demand scenarios, global energy use would<br />

nearly double between 1980 and 2020; in their<br />

high-demand scenarios, it would increase 2.5<br />

to nearly 3 times. For comparison, global<br />

energy use would be only 11.2 TW in 2020 according<br />

to our scenario, up only slightly from<br />

10.3 TW in 1980. (See Figure 9.)<br />

The IIASA and WEC scenarios involve no<br />

reduction in the great regional disparities in<br />

present energy use. In 2020, per capita energy<br />

use in industrialized countries would, according<br />

to both, be at least six times that in developing<br />

countries, just as it is today. Putting<br />

aside for the moment any consideration of the<br />
