Having collectively been a<br />

resident of BPC since 1983, our<br />

family tends <strong>to</strong> consider <strong>the</strong><br />

marina and esplanade as ‘our<br />

backyard.’ What makes us think<br />

this is not only its location, but<br />

<strong>the</strong> abundance of community<br />

activities afforded us and <strong>the</strong><br />

traffic of <strong>to</strong>urists, business and<br />

residents that make up our<br />

neighborhood. Having a<br />

member of our community<br />

managing <strong>the</strong> marina makes<br />

<strong>the</strong> neighborhood feel more<br />

secure that even though it<br />

needs <strong>to</strong> be run as a business,<br />

our needs and concerns will<br />

always be given consideration.<br />

We love <strong>to</strong> walk by and say <strong>to</strong><br />

our visi<strong>to</strong>rs, ‘we know <strong>the</strong><br />

Commodore and he is very<br />

gracious in his hospitality,’ and<br />

not just look at <strong>the</strong> marina with<br />

anonymity.<br />

In addition <strong>to</strong> <strong>the</strong>se major stress tests, <strong>NCMM</strong> and <strong>the</strong> Commodore’s<br />

operations have also continued <strong>to</strong> grow during <strong>the</strong> last three years while<br />

Brookfield has been shuttering <strong>the</strong> World Financial Center. The WFC<br />

Plaza used <strong>to</strong> be a great draw for <strong>the</strong> public with Southwest NY<br />

restaurant providing popular outdoor seating overlooking <strong>the</strong> marina.<br />

There were also many small businesses inside <strong>the</strong> WFC providing food<br />

and o<strong>the</strong>r services. For <strong>the</strong> past 3 years, Brookfield has virtually<br />

shuttered <strong>the</strong> WFC, closing <strong>the</strong> small businesses one by one. This<br />

combined with Brookfield’s empty office space has significantly reduced<br />

<strong>the</strong> walk by traffic at <strong>the</strong> marina. Through all of this, <strong>NCMM</strong> as well as<br />

<strong>the</strong> Commodore’s o<strong>the</strong>r businesses have continued <strong>to</strong> grow and<br />

succeed.<br />

A-9. State whe<strong>the</strong>r Proposer, any principal of Proposer, or any affiliate<br />

of Proposer or of such principal, has or has ever had any interest in any<br />

entity that has received a mortgage loan from, or entered in<strong>to</strong> a lease or<br />

o<strong>the</strong>r on-going relationship with, <strong>the</strong> State or City of New York or<br />

United States, or any agency of any of <strong>the</strong>m, for any development<br />

project. For each loan received or relationship entered in<strong>to</strong>, state <strong>the</strong><br />

name and address of <strong>the</strong> parties and project involved and briefly<br />

describe <strong>the</strong> project and its current status.<br />

In 2005, North Cove <strong>Marina</strong> Management Inc. entered in<strong>to</strong> a 10-year<br />

license agreement with Battery Park City Authority for <strong>the</strong> management<br />

of North Cove.<br />

<strong>NCMM</strong> was put in charge with <strong>the</strong> mission <strong>to</strong> “Bring <strong>the</strong> World <strong>to</strong> North<br />

Cove” as outlined in our 2004 <strong>Response</strong> <strong>to</strong> <strong>the</strong> RFEI. <strong>NCMM</strong> has<br />

succeeded beyond all expectations in this mission.<br />

During <strong>the</strong> 10 his<strong>to</strong>ry of our license, we have:<br />

made every rent payment in a timely manner;<br />

paid <strong>BPCA</strong> a <strong>to</strong>tal of $2,540,161 in rent payments;<br />
