4.85 – Undertake the construction of the Penneshaw CWMS
subject to final financing consideration
To update Council on a further clarification from the LGA CWMS
Committee with regards to the likely subsidy that could apply to
the Penneshaw CWMS Scheme as currently specified and to
advise Council of the options, costs and recommended solution
to go to public consultation.
The scheme for the whole of Penneshaw is simply expensive in
relation to the number of potential connections. The CWMS
Committee recognise and acknowledge the need for the
Scheme but feel that they are unable to fund the proposal for
the whole of the town as proposed by Council. They have made
an alternate offer of funding for an area comprising the CBD /
Levels / Christmas Cove as far as the School and a treatment
facility / treated effluent storage lagoon in a central location. The
location of the treatment plant and storage lagoon in this
proposal allows no option for growth outside of the prescribed
areas and may leave future Councils with a significant cost
issue (that may not attract subsidy) to further extend the
scheme. The various options have been considered by
Administration and a recommendation is presented for Council
to consider and determine whether to proceed to public
consultation or otherwise.
That Council resolves:
1) To adopt for public consultation Penneshaw CWMS
Design Option 3. This comprises a collection network
encompassing the areas known as the CBD & Levels
and incorporating linear development either side of the
Hog Bay Road as far west as Penneshaw Community
School with the wastewater treatment plant and treated
effluent storage lagoon being sited on land on the
hillside to the south of The Lane and to the west of
Cheopis Street.
2) That the following will apply to the completed scheme:
a. Standard greenfield (new) development 100mm
connection cost – no current infrastructure -
$6,648.50 inclusive of application fee and
applicable GST
b. Standard 100mm Connection cost replacing an
existing septic tank (applying current rebate of
$1,500) - $ 5,148.50 inclusive of application fee
and applicable GST
