Human Resources and OH&S (Status Report) Goal: To communicate and deliver services to the community that will support sustainable and continual improvement. To provide a status report on Human Resources and WH&S. This report provides a status against Section 5 of the Kangaroo Island Council Strategic Plan 2010-2014, in particular the activities in Human Resources and WH&S. That the Human Resources and WH&S status report be received. The following matters were addressed by Human Resources since the June Council meeting. Governance 1. Attendance at meetings i.e. staff meetings, meetings to address staff matters, etc. Human Resource Management 1. Appointment 1.1. After an extensive recruitment process, we are please to announce Maria Morgan will commence with Council on 1 August 2013 as our new Assets Services Administration Coordinator. 1.2. We would like to announce Matthew Johnston as the new Maintenance Operator. Matthew commenced with us during the last week in June. 1.3. We welcome Emily Larcombe to the Council as the new Grants Officer and CPN Officer (replacing Anne Ellson who is on maternity leave) 1.4. We are pleased to announce Phillipa Berden as the new PA to the CEO. Phillipa has accepted the 12 month assignment replacing Jennifer Trethewey who has taken 12 months leave of absence. 2. Policies/Procedures 2.1. The following internal Procedures will be sent to out to consultation during June; Staff Grievance Procedure Hazard Management Policy Leave Without Pay procedure Payment in Lieu of LSL Procedure Kangaroo Island Council – 10 July 2013 Agenda 36
Training and Development A. Council has adopted the “Catapult” on-line learning system. Administrators will be trained on 9 July 2013 with the first trainees expected to commence shortly afterward. B. The new training program “Team Leaders of Tomorrow” for identified Asset Services Team Members commences on Tuesday 9 July 2013 and end during October 2013. This program has been the initiative of Mike Culley and been developed in consultation with representatives of our workforce and the Adelaide University. A total of seven Council employees will be attending the program. Workplace Health and Safety (WHS) 1. The Safety Coordinators has commenced addressing actions resultant of the LGA WHS Audit. 2. The final WHS policy has been drafted and will be submitted to the WHS Committee meeting on Friday 5 July 2013. The top tier of the “One System” is now complete and work will now commence on the next tier, being Procedures. Risk Management 1. The draft BCP has been submitted to the SMT for review & comment. 2. Work is progressing on the Kangaroo Island Emergency Management Plan. 3. The LGAMLS Risk Review Audit has been completed and submitted within the June 17 th deadline. Governance Considerations (relates to consistent management, cohesive policies, guidance, processes and decision-rights for a given area of responsibility) Attendance at meetings and the provision of training relates to consistent management. Risk Management Considerations (identification, assessment, and prioritization of risks (defined as the effect of uncertainty on objectives, whether positive or negative) followed by coordinated and economical application of resources to minimize, monitor, and control the probability and/or impact of unfortunate events or to maximize the realization of opportunities) Compliance with Industrial Relations legislation re Enterprise Bargaining Agreement. Compliance with Occupational Health, Safety and Welfare legislation. Compliance with Rehabilitation and Workers’ Compensation legislation Compliance with Council’s HR policies and procedures. Economic Considerations (Assessment of likely financial implications of pursuing a course of action) The costs associated with training i.e. training fees, accommodation, travel and transfer fees. Efficiencies created from the training received will assist in decreased long term costs. Social Considerations (Assessment of likely impacts with the Community) Nil at this time.
