Reviews have been completed by the Review Committee and by the SMT members. A
summary of the comments for further consideration included:
Minority group who provide entertainment to whole of community, plus opportunity for
young people with ambitions to get experience
Ongoing cleaning of curtain not covered (but minor repairs and inspection is)
Good project for players and value adds in safety/amenity terms for users.
Community benefit well argued in application
No allowance in annual cost for accidental damages – presume insurance
Town Hall curtains are currently in decline and the benefit of new curtains would
have a huge impact on the use of the Town Hall.
Although only arts/culture groups identified, having new curtains will add to the
professionalism of the space for exhibits.
This is a value-for-money project due to the considerable shelf-life of the product
It was also noted that this application met the criteria of Governance, Community Benefit
and Approvals and Consent.
Council Administration has concluded that subject to consideration of the above comments
that this project has met the criteria to be considered for funding from the grant program.
Governance Considerations

In the case of this grant process Council need to ensure that the formal grant process is
followed.
Risk Management Considerations
(identification, assessment, and prioritization of risks (defined as the effect of uncertainty on objectives, whether
positive or negative) followed by coordinated and economical application of resources to minimize, monitor, and
control the probability and/or impact of unfortunate events or to maximize the realization of opportunities)
This application reduces a risk of Council by replacing a curtain that would not meet current
fire regulations with one that does. By receipt of landholder consent Administration has
considered operational risks.
Economic Considerations

Minimal outside of grant program for Council both initially and ongoing, as detailed by the
applicant. Council and the community of Kangaroo Island both benefit by the application of
the KI Players.

Council has already recognised positive social outcomes by approving the grants program.
