This project is a pure enabler for the club that has an increasing long-term benefit (as price of electricity rises) It was also noted that this application met the criteria of Governance, Community Benefit and Approvals and Consent. Council Administration has concluded that subject to consideration of the above comments that this project has met the criteria to be considered for funding from the grant program. Governance Considerations (relates to consistent management, cohesive policies, guidance, processes and decision-rights for a given area of responsibility) In the case of this grant process Council need to ensure that the formal grant process is followed. Risk Management Considerations (identification, assessment, and prioritization of risks (defined as the effect of uncertainty on objectives, whether positive or negative) followed by coordinated and economical application of resources to minimize, monitor, and control the probability and/or impact of unfortunate events or to maximize the realization of opportunities) Works completed by licensed tradesperson to standard will minimise any risks. By receipt of landholder consent Administration has considered operational risks. Economic Considerations (Assessment of likely financial implications of pursuing a course of action) Minimal outside of grant program for Council both initially and ongoing, as detail by the applicant. Council and the community of Kangaroo Island both benefit by the application of the KI Players. Social Considerations (Assessment of likely impacts with the Community) Council has already recognised positive social outcomes by approving the grants program. Specific social outcomes applicable to this application are identified by the applicant. Environmental Considerations (Assessment of likely impacts on the environment) Specific environmental considerations applicable to this application are as identified by the applicant. Western Districts Memorial Community and Sports Centre has submitted an application for the Community Capital Infrastructure Grants Program (CCIGP) for their project of “Transformer and Lighting Upgrade”. The application has been administratively reviewed and is now put forward for Council’s consideration. That Council resolves to approve the CCIGP application for Western Districts Memorial Community and Sports Centre for the project “Transformer and Lighting Upgrade” for the sum of $52,635.75, subject to completion of development application process and receipt of development approval. OR That Council resolves to decline the CCIGP application for Western Districts Memorial Community and Sports Centre for the project “Transformer and Lighting Upgrade”. OR That Council provides alternative direction. Western Districts Memorial Community and Sports Centre (WDMCSC) have submitted an application for Council’s Community Capital Infrastructure Grants Program 2012/13. A full copy of the application has been supplied with this report for Council’s consideration. Reviews have been completed by the Review Committee and by the SMT members. A summary of the comments for further consideration included: Application does not demonstrate linkage to strategic or business plan of WDMCSC The application appears predominately based on sporting facility infrastructure but clearly has more diversity than this alone (i.e. now CFS appliances are stored onsite).
