The purpose and role of a Structure Plan is to provide an overarching planning
framework for the management of future growth, changes within the spatial context
and infrastructure requirement of a particular area.
Due to tight timelines required of KIFA and the Minister the following initial
community engagement program has been developed:-
Attend one of three drop in sessions
- Two sessions on 19 July at the Kangaroo Island Council Chambers from
4.00pm to 7.00pm and 7.00pm to 9.00pm (Emu Bay Progress
Association).
- 20 July at the Kangaroo Island Council Chambers from 11.00am until
1.00pm.

Adelaide drop-in session - Tuesday 16 July at the offices of URPS at Suite
12/154, Fullarton Road, Rose Park, from 5:30pm until 7:30pm.
All submissions and supplementary information should be forwarded to Council by
Wednesday 24 July 2013 (the conclusion of this preliminary phase of the
consultation process).
This is a preliminary consultation process to hear ideas about the Emu Bay township.
Once a ‘draft’ Structure Plan has been prepared and considered by Council, there
will be further community consultation.
In addition, should the Structure Plan lead to any proposed amendments to the
Development Plan in the future, there will be consultation with the community
through this process as well.
3. Review of KI Region Plan 2013, Structure Plan and Ministerial DPA
Further to recent monthly updates and the Workshop and Briefing Session with
Council, the Department for Planning, Transport and Infrastructure (DPTI) and KIFA
in January 2013 at the NRM Board office, the department prepared a summary of
key issues for Council’s information and review.
The draft ‘Key Issues’ paper was reviewed by Council at the April meeting.
DPTI had expected to provide Council with a draft of the Planning Strategy in June,
prior to undertaking Community Consultation.
However DPTI, in association with KIFA, is now preparing a whole of Kangaroo
Island Structure Plan, which has delayed the release of the progress of the review of
the KI Region Plan. The Minister, also proposes a Ministerial Development Plan
Amendment (DPA).
The DPTI timeframe is:-
July – targeted state agency meetings to discuss draft strategy, Structure
Plan and related policy
End July – complete draft strategy, whole of Island Structure Plan and DPA
Early August – internal sign-off and endorsement of Council for consultation
Early-mid August – Cabinet endorsement for consultation
