Development approval required, and has not been sought at time of application submission. Existing land use, little tangible affect on natural amenity or influence to native environments or natural systems Question of contingency money – if weather is wet and project delayed. Project costs include food and accommodation – if project begun and work is pushed out past the 8 days – will extra costs for food and accommodation be picked up by Western Districts Cost for food and accommodation currently 8% of applicant’s contribution. Western Districts advise they will contribute towards the total costs for maintenance costs per annum – approx. $14,000 per year. They plan to pay for these costs through fundraising/meal nights/volunteers etc. Have they provided an indicative cost of how much they have raised in fundraising previously. Demonstrated revenue stream could exist but have not quantified {similar comment to above} Visual amenity would be improved due to removal of “windmill towers” and installation of drop down poles. It was also noted that this application met the criteria of Governance, Community Benefit and Consent. Outstanding is Development Approval. The applicant considered that as they were replacing existing structures that they would not need to go through this process. They have commenced the process of filing an application for development approval. Advice from Development Services indicates that development approval would be most likely, subject to completion of process. Council Administration has concluded that subject to consideration of the above comments that this project has met the criteria to be considered for funding from the grant program, subject to receipt of development approval. Governance Considerations (relates to consistent management, cohesive policies, guidance, processes and decision-rights for a given area of responsibility) In the case of this grant process Council need to ensure that the formal grant process is followed. Development approval process needs to be completed. Risk Management Considerations (identification, assessment, and prioritization of risks (defined as the effect of uncertainty on objectives, whether positive or negative) followed by coordinated and economical application of resources to minimize, monitor, and control the probability and/or impact of unfortunate events or to maximize the realization of opportunities) The proposed works rejuvenate public areas that are currently in need of repairs. By completion of works to current standards will reduce risks to Council and community. Economic Considerations (Assessment of likely financial implications of pursuing a course of action) Minimal outside of grant program for Council both initially and ongoing, as detail by the applicant. Social Considerations (Assessment of likely impacts with the Community) Council has already recognised positive social outcomes by approving the grants program. Specific social outcomes applicable to this application are identified by the applicant. Recommendation 1. That the Development Services Department status report be noted and received. 2. That Council advises the Minister for Planning that it supports the initiation of the proposed Ministerial Development Plan Amendment process, as identified in Item 3 and Attachment A, subject to Council being engaged through the process and on any policy alterations. Discussion Planning Policy (Strategic Plan – Item 2.1) 1. Rural Living Development Plan Amendment (DPA) Public exhibition & consultation commenced on 14 June and will carry on for the prescribed 2 month period until closure on 9 August 2013. Public hearing for any representations made through the public consultation process is scheduled for 2 September 2013. 2. Emu Bay Structure Plan and Development Plan Amendment As reported to the Section 101A committee and various Council meetings a Structure Plan has been commissioned for Emu Bay – it is anticipated that the spatial land use findings of the Structure Plan, subject to review/consideration, should be the subject of a subsequent Development Plan Amendment that relates to the whole township and not just rural living outcomes.
