the APC with the RPCNA on a local, congregation to presbytery, basis. W
understand that a paper proposing formal union talks with the APC will be
brought to this Synod by Atlantic Presbytery.
2. North American Presbyterian and Reformed Council.
2.1 Itfell to the RPCNA to host the 1996 NAPARC meeting. Future hosts
will be the PCA (1997 in Atlanta), and the RCUS (1998, no venue
announced as yet).
2.2 The Reformed Church in the United States (RCUS) was admitted to
NAPARC by the 1995 vote of the Council and subsequent ratification by
member denominations, and took its seat at the 1996 Council for the first
time.
2.3 The IRC voted twice (1995 and 1996) in NAPARC in favor of the
admission of the Evangelical Presbyterian Church (EPC) to the Council, but
since the required two-thirds majority of member churches was not acheived,
the EPC was not admitted in 1996. There are no plans for the renewal of the
EPC application in the forseeable future.
2.4 The IRC continues to consider its stance on the pending decision in
NAPARC on the motion (from the PCA General Assembly) calling for the
suspension of the Christian Reformed Church from the Council.
2.5 The Chairmanship of NAPARC for 1997-98 falls, by rotation, to the
RPCNA, and accordingly our IRC Chairman, and currently Vice-chairman of
NAPARC, Gordon Keddie is to Chair the upcoming Atlanta meeting of the
Council on Nov. 18-19, 1997.
3. The International Conference of Reformed Churches
1997 is the year for the admission of the RPCNA to membership of the ICRC.
Jack White and Shigeru Takiura are to represent our church at the meeting in
Seoul, Korea at which we will be received.
4. The task of the IRC
We are working on a job-description for the IRC and would welcome hearing
the views of members of the Synod in this matter over the coming year.
5. Nominations
The IRCis constituted as follows:
Class of 1997: Robert Henning Robert Mann
Class of 1998 Gordon Keddie Bruce Stewart (Secretary)
Class of 1999 Andrew Schep Jack White
For the class of 2000, Robert Henningis eligible for a second term, but Bob Mann
has asked to be replaced. We would note that unless a ruling elder Is elected to
replace Bob Mann, the IRC will be composed entirely of teaching elders in 1997
RECOMMENDATIONS:
1. That Synod discontinue fraternal relations with the American Presbyterian
Church, but invite the APC to enter into union with the RPCNA by application
through the Presbyteries in which their congregations are situated.
