76 MINUTES OF THE 1997 SYNOD OF THE Norfolk, VA, June 20-25, 1997, and Paul McCracken who particip training in Tulsa, OK and plans on implementing a modified version of the program this coming year. It may be well to note that an EE clinic may take on some of the "flavor" of the particular church whereitis held. Personnel Needs on the Board Pastor Keith Magill has undertaken many time consuming projects of the HMB while, at the same time, serving as the representative from the Great Lakes-Gulf Presbytery. The Board desires to enable him to be free from the Presbytery Representative responsibilities to lighten his load. Therefore, the Board desires to exercise the opportunity afforded by its Constitution, Article V. Paragraph 5, by requesting that Synod elect Rev. Keith Magill as an at-large member of the HMB. If elected by the Synod, he would no longer serve as the representative from the Great Lakes-Gulf Presbytery but would be replaced by someone appointed by that Presbytery. Followingis the applicable section of the HMB Constitution: ARTICLE V. MEMBERSHIP The membership of the Board shall be as follows: 1. One representative from each presbytery appointed by the presbytery they represent. 2. One member nominated by the Board in consultation with the Women's Synodical and elected by Synod. 3. Appointments usually begin following the adoption of the Nominating Committee report at Synod. 4. Members elected by Synod shall serve no more than two full consecutive terms of three years each. After a one year interval, he/she shall be eligible for re-election. Members appointed by the Presbyteries should be elected for a three year term. The number of consecutive terms shall be determined by the Presbytery. 5. If the Board determines that there are particular needs or expertise required on the Board,it may from time to time, request the Synod to elect an additional at-large member to the Board. The term of office shall be the same as for other members elected by Synod. Resources for New Works The Board wishes to express its gratefulness to Geneva College's New Song group, especially to Mrs. Louise Copeland, and to Lynne Gordon and Crown and Covenant for the production of the newest Psalm tape. This is a most wonderful tool to introduce people to Psalm singing and to our Psalter. It will be very useful in all our new works. We urge you to give one to every new member of your ministry. Relations with NAPARC churches Last November our President met with several of the NAPARC Home Missions leaders at a Home Missions Consultation held in conjunction with the annual NAPARC meetings. In preparation for that meeting more than 50% of our active
REFORMED PRESBYTERIAN CHURCH OF NORTH AMERICA 77 pastors responded to a survey asking about relations with other NAPARC chur church planting efforts. The general conclusions of the survey were presented at the consultation. All of the leaders reaffirmed their commitment to live by the Comity Agreement. If you have a problem with another NAPARC church's church planting efforts in your area that cannot be resolved locally, please contact Keith Magill. He will try to resolve it with the appropriate leaders of the other denomination. Evaluating Our Work We are grateful for the analytical work which Dr. Dean Smith has done over the past several years helping us to get at least one view of how God is working among us. "Know well the condition of your flock" the proverbial writer tells us. Statistics and numbers do tell us at least a little about what is going on. Of course, they don't tell the whole story but they can be helpful. We hope you will find them to be so. Pastor's Pastor Dr. Renwick Wright has continued to serve as our Pastor's Pastor. He has finished about 3 years in this very helpful role of being a "behind the scenes" friend and counselor to many of our pastors. We anticipate his reappointment to this role for another year, health and time permitting. Our Greatest Need Laborers for the Harvest Continue to pray for qualified men for the great harvest in which we are involved. Truly "the harvestis plentiful but the laborers are few". Pray therefore the Lord of the harvest, that He would send workers into His harvest. Matthew 9:38 Recommendations: 1. That the Synod hear from Dr. Renwick Wright concerning the Pastor's Pastor program for 5 minutes. 2. That the Synod urge congregations to utilize the Pastor's Pastor program during the coming year. 3. That Synod affirm the Board's appointment of Dr. Wright to continue, as he is able, the ministry of a Pastor's Pastor for 1997-98. 4. That Synod encourage the HMB to work with the presbyteries in the development of an evaluation process which will enhance the appointment of qualified men to be church planters. 5. That an analysis of the growth patterns of the denomination during the past 18 years done by Dr. Dean Smith be included as an appendix with the statistical reports in the Minutes of this Synod. 6. That $95,000 be granted from Synod's Unrestricted Undesignated Funds in 1997 7. That $65,000 be granted from RPMetM in 1998
