128 MINUTES OF THE 1997 SYNOD OF THE * The division of the current E sc P Board into a Board of Youth Ministries sc Christian Education (YM-CE) and a Board of Publications. (A return to two distinct boards. - See Recommendation ff1.) * The new YM-CE Board would be funded initially from the portion of the Board of E sc P budget currently designated for Youth Ministries. The position of Coordinator of Youth Ministries would be phased out at the completion of Jim Pennington's term (end of 1997). It should be noted that the joint E sc P Board request to RPMscM would have been $90,000 while the two separate Boards total request will only be $88,000. (see Recommendation ff 2) * The following statement of purpose is proposed for the new YM-CE Board: The purpose of the Board of Youth Ministries sc Christian Education is to: 1. Encourage and support the work of youth ministry throughout the church. 2. Provide opportunities for growth and development of youth ministry skills through training, sharing and discussion. 3. Provide a framework for planning, implementing, reporting, and evaluating specific youth ministry activities. 4. Promote a maturing understanding of the theology of the church among the youth. (see Recommendation ff 3) * Re-focusing efforts on the presbytery level, the new YM-CE Board would be made up of one youth coordinator from each of the 6 North American Presbyteries and one teaching elder at large elected by Synod. Presbyteries wishing to send additional, non-voting representatives to the annual meeting would be asked to defray the additional expenses. It might be advantageous to decentralize and meet in different cities hosted in turn by the presbyteries, (see Recommendations ff 4 and 5) * The new Board of Publications will continue serving the church by developing and distributing denominational publications, (see Recommendations #6 and 7) * The International Conference can and should be financiallyself-supporting, under the direct oversight of Synod. A balance of $15,697.56 remained following the 1996 conference, $10,000 of which has been designated for the planning of the International Conference in 2000. The remainder of that fund is designated for the planning of the 1998 R. P. Youth Conference (LTP '98). An advisory committee solely devoted to the International Conference should be activated to approve the programs, as this present board has done. A staff would then be appointed by the Conference Coordinator to plan the program and other arrangements for the conference, (see Recommendations ff 8 and 9). RECOMMENDATIONS: (See CLERK'S NOTE at the beginning of this report.) 1. That Synod create a Committee on Youth Ministries made up of one Presbytery representative from each North American Presbytery and one teaching elder at large elected by Synod. 2. That the youth ministries responsibilities of the E sc P Board be given to the Committee on Youth Ministries.
REFORMED PRESBYTERIAN CHURCH OF NORTH AMERICA 129 3. That the Committee on Youth Ministries develop a statement of purpose taking into account the statement of purpose suggested by the EscP Board. 4. That Andy McCracken be appointed as the teaching elder for the initial three year term and have him serve as chairman for the first year. 5. That the attached draft of the Constitution and By-Laws of the Education and Publication Board be received and transmitted to the new Board for final review and approval. 6. That the following names be placed in nomination for the E sc P Board: Class of '98: Norman Carson, Christian Adjemian Class of '99: Ingrid Birdsall, Karen Moberg Class of 2000: Jan Comanda, Don Reed 7. That this Synod elect a Coordinator for the International Conference for the year 2000. 8. That this Synod appoint a five-member advisory committee to oversee the International Conference for the year 2000. 9. That Synod grant the E sc P Board $78,500. 10. That Synod grant the Committee on Youth Ministries $9,500. 11. That Drew and Lynn Gordon and Jim Pennington be heard for 10 minutes each. The Chairman of the Committee on Finance moved that the report of the Committee on Finance be adjusted to reflect the changes approved in recommendations 9 and 10 of the report of the Board of Education and Publication as follows (The report as printed reflects these changes): a) Reduce the grant from RPMscM for the EscP Board from $88,000 to $78,500, and b) Increase the allocation from RPMscM for the Synod Operations Fund (Miscellaneous Fund) from $15,000 to 24,500, and c) Authorize expenditure of up to $9,500 for the regular work of the Committee on Youth Ministries from the Synod Operations Fund. The report of the Special Committee to Consider Communication 97-3 on Psalter Revision was taken up. The Special Committee recommended that Synod proceed to vote on the recommendations of Communication 97-3. Items 1 -4 were adopted. The report of the committee as a whole, which is the communication to Synod, was approved and is as follows: REPORT OF THE SPECIAL COMMITTEE TO CONSIDER COMMUNICATION 97-3 ON PSALTER REVISION Recommendations: 1. That this Synod appoint a committee to prepare and publish a revised edition of The Book of Psalms For Singing by the year 2002. 2. That this revision retain the goals and format of the 1973 edition, including only such changes in words and/or music as will make it more closely conform to its title.
