136 MINUTES OF THE 1997 SYNOD OF THE FRIDAY, JULY 18, 1997, 1:15 P.M. Synod reconvened at 1:15 p.m., being led in prayer by Tom Reid The roll was passed. The minutes of the morning session were read and approved as read. A run-off election was held. The report of the Graduate Study Committee was taken up. Following discussion, item 1 was referred back to the Committee. Item 2 was referred to the Nominating Committee. The report as a whole was approved and is as follows: REPORT OF THE GRADUATE STUDY COMMITTEE Significant changes in Committee guidelines, procedures and related criteria were the result of extensive Committee review and Committee recommendations approved by the 1995 Synod. These changes are the basis for a new Graduate Study Committee Policy and application form. The new Policy Statementis submitted with this report for Synod approval. The application form is submitted for information only. Given the above referenced changes and the actions of the 1995 Synod, the Committee functioned in the interim according to the following guidelines since June 1995. 1. No publicity was generated. 2. The Committee reviewed and approved the new draft policy guidelines and application form, making them "operational" on an interim basis prior to 1997 Synod approval. 3. If a request for funds was received,it would be treated in accordance with the interim policy. 4. Any request received prior to the April 1, 1997, deadline would be treated on an "ad hoc" basis, and only after careful review by the Committee. 5. Only in a particularly pressing circumstance would the Committee consider making an award during 1996 and prior to 1997 Synod approval. No application was received prior to the April 1, 1997, deadline. The Committee requests approval of the following recommendations. The Committee recommends that: 1. the accompanying Graduate Study Committee Policy be approved and 2. a new Chair of the Graduate Study Committee be appointed effective immediately. REFORMED PRESBYTERIAN CHURCH OF NORTH AMERICA 137 Reformed Presbyterian Church of North America Graduate Study Committee Policy Name: Graduate Study Committee Purpose: To recommend to the Synod applicants considered worthy of receiving awards consistent with the criteria of the Committee and with the purposes approved by the Synod for which funds may be used for graduate study. Membership: Presidents of the Reformed Presbyterian Theological Seminary, Geneva College, Board of Education and Publication, and a Chair to be appointed by the Synod, for a total of four members. Applicant Eligibility: Membership in the Reformed Presbyterian Church; specific future assignment within the denomination requiring graduate study and a yet unattained terminal graduate degree; and a financial need arising from the cost of the related tuition; in unique circumstances other criteria may be considered by the Committee. Selection Criteria: Selection will be based upon the above referenced conditions of eligibility, plus the following criteria; verification of future denominational assignment; proposed graduate degree, major, and institution; institutional accreditation; letter of acceptance to graduate study; letters of support, recommendation and/or commitment from applicant's Session and Presbytery; and justification of financial need. Award Type: Normally, awards will be in the form of interest bearing loans which will be forgiven (both principal and interest) at the rate of ten percent per year, for a period of ten years following receipt of the degree. Award/Loan Conditions: Normally, the following loan conditions will be agreed upon by the recipient and the authorized official of the Synod (the Treasurer). • Awards will be restricted to payments of invoices submitted by the degree granting institution for tuition expenses (only) incurred between the award/loan date and the date the degree is awarded. • The total award/loan will be forgiven following ten years of consecutive and successful employment by the denomination (as verified by the employer) in the general assignment area upon which the original application was based. • Leaving the denomination or being released from the assignment (upon which the original application was based) for any purpose, including less than successful performance, will result in the repayment of the loan amount including interest prorated for time remaining in the originally agreed-upon ten-year loan repayment period. • The award/loan agreement shall be in the form of an interest bearing note, set at an interest rate by the Synod's Board of Trustees at the time of the agreement.
