5.2.5 Monitoring of Work<br />

The IBC should ensure that GMAC's and its own advice on proposals are<br />

received by principal investigator(s) and, if necessary, are acted upon. The IBC<br />

should visit laboratories and facilities occasionally to monitor biosafety aspects<br />

and implementation.<br />

In order to effect the intent of these guidelines, an IBC may draft whatever rules<br />

it considers necessary to supplement these guidelines. Furthermore, IBCs<br />

should have appropriate powers to ensure that all aspects of these guidelines<br />

are observed.<br />

5.2.6 Duties<br />

The main functions of the IBC are to:<br />

• assess all research proposals it receives, (including changes to Category C<br />

projects), so as to identify potential hazards to the researchers, the public<br />

and the environment. It should also advise the investigator(s) about these<br />

hazards and their management;<br />

• ascertain the containment level and procedures for experiments falling<br />

within GMAC Categories A and B (see Section 4), and determine the<br />

storage and transportation requirements for genetically manipulated<br />

organisms falling within these <strong>Guidelines</strong>;<br />

• send an original typed GMAC ‘Proposal <strong>For</strong>m for Assessment of Genetic<br />

Manipulation Work’, together with the IBC’s assessment, to the GMAC for<br />

assessment of experiments falling under Category A, and make sure that<br />

GMAC advice is followed. <strong>For</strong> Category B, an original typed proposal form,<br />

together with the IBC’s assessment, should be sent to GMAC for<br />

notification. See Appendix 3 for instructions on completing proposal forms;<br />

• inspect plant houses, animal houses, bird houses, insectaries and aquaria<br />

before they are used for genetic manipulation work. The IBC should also<br />

conduct inspections and monitor procedures in all the institution’s<br />

containment facilities. At least annual inspections of these facilities should<br />

be carried out to make sure that they continue to meet the relevant<br />

containment standards. The detailed requirements for these facilities are in<br />

Appendices 7 et seq;<br />

• monitor ongoing work within the institution from time to time and make<br />

recommendations to investigators, if appropriate;<br />

• assess the qualifications and experience of personnel involved in research<br />

proposals, to make sure that they are adequate for good microbiological<br />

practice and the supervision of junior personnel;<br />

• maintain a register of approved projects with their assessment as well as<br />

projects exempted under Sections 2.2.1(i) to 2.2.1 (vii) of these guidelines;<br />

• maintain a list of the personnel who work in containment facilities, and<br />

ensure that new workers are familiar with the appropriate containment<br />

procedures and the correct use of laboratory equipment.<br />
