areas – <strong>in</strong>clud<strong>in</strong>g one <strong>in</strong> Ghana – to educate them about the value of the Park. They also support some<br />

livelihoods activities such as the provision of consumer goods <strong>and</strong> microf<strong>in</strong>ance loans.<br />

5.3.5 NGOs <strong>and</strong> International Organizations<br />

NGOs <strong>and</strong> <strong>in</strong>ternational organizations that work <strong>in</strong> the clans <strong>in</strong>fluence how clan members use <strong>and</strong> manage<br />

their l<strong>and</strong> <strong>and</strong> natural resources. In most cases, these organizations are appreciated by community members;<br />

many offer services that are not available from the government <strong>and</strong> are more accessible than government<br />

<strong>in</strong>stitutions. 56 Some NGOs have sought to help clan members improve agricultural productivity by provid<strong>in</strong>g<br />

seedl<strong>in</strong>gs or livestock, teach<strong>in</strong>g improved livestock keep<strong>in</strong>g methods, assist<strong>in</strong>g with agricultural microf<strong>in</strong>ance,<br />

<strong>and</strong> provid<strong>in</strong>g technical <strong>and</strong> material support, <strong>in</strong>clud<strong>in</strong>g seeds <strong>and</strong> tools. Others aim to help communities<br />

improve governance of natural resources, like community forests.<br />

In Motor Road Clan, Fauna <strong>and</strong> Flora International (FFI) works with local communities <strong>and</strong> the FDA to<br />

improve forest management. FFI‟s mission <strong>in</strong> Sapo National Park is to promote conservation, build capacity<br />

for park management, <strong>and</strong> develop communities to reduce pressure on the park ecosystem. Clan members <strong>in</strong><br />

Motor Road reported that FFI helped them to establish the Upper Wedjah Community Forest. The<br />

organization has also <strong>in</strong>troduced livelihood projects <strong>in</strong>to the clan, such as the Upper Wedjah Community<br />

Palm Project, <strong>and</strong> has provided sheep <strong>and</strong> pigs to clan members. Today, FFI advises the Community Forest<br />

Management Committee (CFMC) on how to manage the Community Forest.<br />

5.3.6 M<strong>in</strong><strong>in</strong>g Authorities<br />

Specific authorities manage access to <strong>and</strong> extraction of m<strong>in</strong>erals <strong>in</strong> the study clans with gold <strong>and</strong> diamond<br />

resources. Detailed below are the roles of the M<strong>in</strong><strong>in</strong>g Agent <strong>and</strong> M<strong>in</strong><strong>in</strong>g Chairman as described by clan<br />

members <strong>in</strong> Mana <strong>and</strong> D<strong>in</strong>g.<br />

M<strong>in</strong><strong>in</strong>g Agent<br />

The M<strong>in</strong><strong>in</strong>g Agent is employed by the M<strong>in</strong>istry of <strong>L<strong>and</strong></strong>s, M<strong>in</strong>es <strong>and</strong> Energy (MLME). The Agent issues<br />

m<strong>in</strong>ers clearances for m<strong>in</strong><strong>in</strong>g permits <strong>and</strong> sends them to the MLME for approval. In Mana Clan, he resolves<br />

disputes among the m<strong>in</strong>ers <strong>and</strong> m<strong>in</strong><strong>in</strong>g boys that cannot be resolved by the M<strong>in</strong><strong>in</strong>g Chairman.<br />

M<strong>in</strong><strong>in</strong>g Chairman<br />

M<strong>in</strong>eral rich areas exploited for m<strong>in</strong><strong>in</strong>g <strong>in</strong> <strong>Liberia</strong> are divided <strong>in</strong>to m<strong>in</strong><strong>in</strong>g zones <strong>and</strong>, <strong>in</strong> Mana Clan, each of<br />

these areas is assigned a M<strong>in</strong><strong>in</strong>g Chairman. M<strong>in</strong><strong>in</strong>g Chairmen are m<strong>in</strong>ers who are knowledgeable about the<br />

bus<strong>in</strong>ess. They are elected by fellow m<strong>in</strong>ers <strong>in</strong> each m<strong>in</strong><strong>in</strong>g zone to serve one year terms, <strong>and</strong> are eligible for<br />

reelection. We were <strong>in</strong>formed that M<strong>in</strong><strong>in</strong>g Chairmen are responsible for act<strong>in</strong>g as a spokesperson for m<strong>in</strong>ers<br />

<strong>and</strong> for help<strong>in</strong>g to settle m<strong>in</strong><strong>in</strong>g disputes. Groups of M<strong>in</strong><strong>in</strong>g Chairmen report to a General M<strong>in</strong><strong>in</strong>g Chairman,<br />

who reports to the local M<strong>in</strong><strong>in</strong>g Agent. The position of M<strong>in</strong><strong>in</strong>g Chairman is reportedly unpaid.<br />

5.4 ANALYSIS<br />

5.4.1 Interface between <strong>Customary</strong> <strong>and</strong> Statutory Institutions/Authorities<br />

Prior to 1910, when the roles of Town Chief, General Town Chief, <strong>and</strong> Clan Chief were reportedly<br />

<strong>in</strong>troduced, l<strong>and</strong> <strong>and</strong> resources <strong>in</strong> the <strong>in</strong>terior were governed by elders, <strong>and</strong> <strong>in</strong> some clans, by powerful<br />

warrior-chiefs (Blanchard, 1967). Today, l<strong>and</strong> <strong>and</strong> resources are governed by layers of traditional <strong>and</strong> statutory<br />

authority. At the most local level, traditional authorities <strong>and</strong> processes – <strong>in</strong>clud<strong>in</strong>g the communities<br />

themselves – dom<strong>in</strong>ate l<strong>and</strong> <strong>and</strong> resource governance. The <strong>in</strong>troduction of statutory governance authorities,<br />
