Town Chiefs<br />

Town Chiefs represent the GOL at the town-level. In the studied clans, Town Chiefs h<strong>and</strong>le adm<strong>in</strong>istrative,<br />

cultural, <strong>and</strong> social issues, as well as supervise l<strong>and</strong> issues at the town level, <strong>in</strong>clud<strong>in</strong>g help<strong>in</strong>g outsiders to<br />

access l<strong>and</strong>. Because they are familiar with the boundaries of towns, villages, <strong>and</strong> family l<strong>and</strong>, Town Chiefs<br />

play an important role <strong>in</strong> resolv<strong>in</strong>g l<strong>and</strong> disputes <strong>and</strong> are one of the first statutory authorities sought for<br />

resolution. In govern<strong>in</strong>g l<strong>and</strong> resources, the Town Chiefs rely on the counsel <strong>and</strong> participation of elders <strong>and</strong><br />

other leaders <strong>in</strong> the community.<br />

Amongst the different clans, there exists considerable diversity <strong>in</strong> the importance of the Town Chiefs‟ role<br />

<strong>and</strong> their legitimacy. For example, <strong>in</strong> D<strong>in</strong>g <strong>and</strong> Little Kola, Town Chiefs were accorded significant respect<br />

<strong>and</strong> were elected. In Mana, Upper Workor, <strong>and</strong> Saykleken, elders comm<strong>and</strong>ed the greatest authority among<br />

people <strong>and</strong> Town Chiefs were barely visible. In Motor Road <strong>and</strong> Ylan, clan members regard their Town<br />

Chiefs more as government authorities. And, <strong>in</strong> Nitrian Community, Town Chiefs are considered to occupy a<br />

position between the community <strong>and</strong> the government, with a foothold <strong>in</strong> both traditional <strong>and</strong> statutory<br />

authority.<br />

Town Chiefs undertake their functions on an unpaid, voluntary basis, which Town Chiefs cited as one of<br />

their ma<strong>in</strong> challenges. While the voluntary nature of the position may, <strong>in</strong> some cases, facilitate accountability<br />

to the community <strong>and</strong> the application of traditional norms, some community members claimed that the fact<br />

that the Town Chiefs are not paid has <strong>in</strong>centivized corruption <strong>and</strong> bias. For example, there were allegations<br />

of some chiefs tak<strong>in</strong>g bribes dur<strong>in</strong>g dispute resolution.<br />

Town Chiefs reported that they occasionally face challenges to their authority. This occurs when people fail<br />

to adhere to their m<strong>and</strong>ates or when rule-breakers bypass their sanction<strong>in</strong>g authority by appeal<strong>in</strong>g to Clan<br />

Chiefs or elders. Further, Town Chiefs said that people sometimes do not respect them because “no flag<br />

st<strong>and</strong>s beh<strong>in</strong>d them,” <strong>and</strong> they “have no gavel,” phrases imply<strong>in</strong>g that they do not occupy an official<br />

government position <strong>and</strong> therefore lack enforcement authority. Nevertheless, most disputes are reportedly<br />

settled before ever proceed<strong>in</strong>g to the Clan Chief.<br />

General Town Chiefs/Zonal Chiefs/Sectional Chiefs<br />

The next layer of statutory authorities hierarchically situated above Town Chiefs <strong>in</strong>clude the General Town<br />

Chiefs (GTCs), Zonal Chiefs, Unification Town Chiefs (UTCs), <strong>and</strong> Sectional Chiefs. These positions do not<br />

exist <strong>in</strong> all clans; but where they do exist, the chiefs have governance authority over clusters of towns <strong>and</strong><br />

their roles vary significantly across clans. In Upper Workor <strong>and</strong> Dobli Clan, the Zonal Chiefs assist the Clan<br />

Chief <strong>in</strong> the enforcement of government rules <strong>and</strong> regulations, <strong>in</strong>clud<strong>in</strong>g rules govern<strong>in</strong>g l<strong>and</strong> use. They also<br />

resolve l<strong>and</strong> <strong>and</strong> other disputes <strong>in</strong> the zone. Additionally, Zonal Chiefs ensure that the zones are clean <strong>and</strong><br />

the roads ma<strong>in</strong>ta<strong>in</strong>ed. They also promote development activities <strong>in</strong> the zones. In these clans, GTCs resolve<br />

l<strong>and</strong> disputes when these fail to be resolved by the Town Chiefs. One exception was Little Kola Clan, where<br />

the UTC referred cases to the Clan Chief, but otherwise did not have a role <strong>in</strong> the dispute resolution process.<br />

Although GTCs are supposed to be elected, all the GTCs <strong>in</strong> the study areas were either selected by Clan<br />

Chiefs or previous GTCs.<br />

Clan Chiefs<br />

Clan Chiefs are situated above GTCs <strong>and</strong> report to Paramount Chiefs. The Clan Chiefs supervise <strong>and</strong><br />

adm<strong>in</strong>ister governmental activities <strong>in</strong> their clan, adm<strong>in</strong>ister government laws, <strong>and</strong> resolve disputes. In some<br />

clans such as Saykleken, Dobli, Ylan, <strong>and</strong> Nitrian Community, clan members reported that the Clan Chiefs<br />

are responsible for the enforcement of rules <strong>and</strong> regulations with<strong>in</strong> the clan, especially those related to l<strong>and</strong><br />

rights <strong>and</strong> agriculture. In others such as Little Kola, Clan Chiefs <strong>in</strong>tervened very little <strong>in</strong> l<strong>and</strong> matters, while <strong>in</strong><br />

Motor Road, it seemed that the Clan Chief was excluded from l<strong>and</strong> governance <strong>in</strong> general. Clan Chiefs <strong>in</strong><br />

Saykleken <strong>and</strong> Dobli were also found to be Poro Leaders <strong>in</strong> these clans. Clan Chiefs are supposed to be<br />

elected by the members of their clans; however, the majority of Clan Chiefs that we encountered had either<br />
