1980s that residential development has taken place in that area. Further north is the<br />
Discovery Park Enterprise Zone which was occupied by a large pharmaceutical complex<br />
(see paragraph 3.14). The site was developed gradually since the 1950s and is particularly<br />
visible from A256 and the north of Sandwich. Beyond the Enterprise Zone is a business<br />
area which has developed along the A256 (Ramsgate Road).<br />
Employment<br />
3.202 The Core Strategy identified that the area north of Sandwich should be promoted<br />
for a wide range of uses to support jobs. The Discovery Park Enterprise Zone comprises<br />
of high quality Research and Development buildings. The Richborough area, which is north<br />
of the Enterprise Zone, comprises smaller-scale industry and brownfield land suitable for<br />
commercial redevelopment. This area, which is close to the boundary of Thanet District,<br />
has become a focus for waste treatment, renewable and low carbon energy industries.<br />
3.203 Richborough Power Station and the former landfill site (which consists of raised<br />
land) and adjoining low grade agricultural land to the west between the River Stour and the<br />
railway line, provides a potential location for such facilities, as well as a connection to the<br />
National Grid . The Council has approved applications for a Solar Farm, Peaking <strong>Plan</strong>t<br />
Facility, and site-wide infrastructure to facilitate the creation of a green energy park. The<br />
Council, in liaison with Thanet District Council and Kent County Council (as the Minerals<br />
and Waste Authority) will continue to explore, with the promoters of any schemes, whether<br />
this potential can be realised. Particular regard would need to be had to environmental,<br />
transport and wildlife impacts together with visual impact on landscape and on the gateway<br />
location to and from Thanet.<br />
3.204 The Kent Minerals and Waste <strong>Local</strong> <strong>Plan</strong> (which includes the Waste Sites<br />
<strong>Plan</strong> and Minerals Sites <strong>Plan</strong> published in May 2012) identifies this area as a location<br />
for energy from waste, green waste treatment and material recycling facilities. Development<br />
proposals in this area should also refer to these <strong>Plan</strong>s and the relevant National <strong>Plan</strong>ning<br />
Statements.<br />
Core Strategy<br />
3.205 The Settlement Hierarchy set out in the Core Strategy identified that the town is the<br />
main focus for development in the rural area. The main issues raised in the Core Strategy<br />
are that:<br />
there is evidence that the centre is losing vibrancy;<br />
there is a need for improved coach parking facilities;<br />
some affordable housing will have to be met at Dover or Deal, where there is more<br />
opportunity for development;<br />
the Richborough business area should be promoted for a wide range of uses that would<br />
support jobs growth and the research and development functions across the business<br />
and education sectors.<br />
3.206 The Core Strategy states that development should reflect the existing character<br />
whilst taking opportunities to improve design standards. The potential for previously<br />
developed sites in the town and undeveloped sites on the edge of the town are limited. The
