residential properties set in larger plots of land and beyond these there is open countryside.<br />

To the east of the site there is an equestrian related use, which consists of a small group of<br />

sheds and grazing paddocks.<br />

3.277 To the west, behind the existing properties on Mill Field, there are two PROW (EE111<br />

and EE111A). Coombe Lane lies to the south beyond the remaining part of the grassed field.<br />

There is a mature hedgerow between this road and the field.<br />

3.278 The local conditions would suggest that there may be a possibility of great crested<br />

newts within the local area.<br />

Proposed Development<br />

3.279 The site provides an opportunity for the development of family homes adjacent to<br />

the existing residential properties in Mill Field. Access to the site would be from Mill Field.<br />

3.280 Although the site is set against existing development, it is on the brow of the hill and<br />

care would be needed in design terms to avoid creating a harsh urban skyline in the wider<br />

rural landscape. The massing, materials and heights of buildings should be considered as<br />

part of any planning application.<br />

3.281 A new southern boundary would have to be created through the use of some mixed<br />

landscaping (such as through the use of trees and hedgerows). This could also assist with<br />

reducing any impact of the development on the wider landscape. Existing boundary<br />

hedgerows should also be retained and, where possible, enhanced.<br />

3.282 Development should provide a connection to the sewerage system at the nearest<br />

point of adequate capacity, as advised by Southern Water.<br />

3.283 The possible existence of great crested newts within the local area would mean that<br />

this issue would have to be investigated at the time of the planning application.<br />

Policy LA 22<br />

<strong>Land</strong> at Mill Field, Ash<br />

The site is allocated for residential development with an estimated capacity of 10<br />

dwellings. <strong>Plan</strong>ning permission will be permitted provided that:<br />

i. development proposals are sensitive to the wider rural landscape and reflect the<br />

spatial and rural characteristics of the adjacent Mill Field development;<br />

ii.<br />

an intermittent landscape buffer, consisting of a mixture of trees and hedgerow is<br />

created along the southern boundary of the allocation and existing boundary<br />

hedgerows and vegetation are retained and, where possible, enhanced; and<br />

the development should provide a connection to the sewerage system at the nearest<br />

point of adequate capacity.
