Policy LA 19<br />
New Convenience Retail Provision in Sandwich<br />
<strong>Plan</strong>ning permission for new convenience provision in Sandwich will be permitted<br />
provided that proposals:<br />
i. follow the sequential approach for main town centre uses as set out in the National<br />
<strong>Plan</strong>ning Policy Framework and National <strong>Plan</strong>ning Practice Guidance;<br />
ii.<br />
iii.<br />
iv.<br />
include an assessment of the impact of the proposed development on Sandwich<br />
town centre and any other relevant town centres, relating to the scale and the type<br />
of development proposed in compliance with the National <strong>Plan</strong>ning Policy<br />
Framework and National <strong>Plan</strong>ning Practice Guidance;<br />
demonstrate that the site is in an accessible location and well connected to the<br />
town centre that would encourage people to walk, cycle and use public transport,<br />
in order to maximise the benefits of linked trips;<br />
respond to the local character, identity, the historic assets and setting of Sandwich;<br />
v. the visual impact of any car parking is reduced by a combination of its location and<br />
appropriate landscaping; and<br />
vi.<br />
demonstrate the access arrangements and the service yard are located in a position<br />
that protects the residential amenity.<br />
3.4 Rural Area<br />
3.244 The Core Strategy has identified the need for 1,200 homes in the rural area. Table<br />
3.1 sets out the residual requirement (830 dwellings) after taking into account unimplemented<br />
commitments and completions since 2006. Whilst the Core Strategy identified a Settlement<br />
Hierarchy the distribution of housing in the rural area is a matter for this <strong>Plan</strong>.<br />
3.245 This <strong>Plan</strong> has identified a range of sites in the rural area for future development<br />
that reflect the environmental constraints and the ability of a settlement to accommodate<br />
additional development. Sites that have been identified for development will allow the organic<br />
growth of settlements to take place in a managed and sustainable way whilst meeting the<br />
housing requirements for the rural area.
