Water supply and sanitation are health problems<br />

associated with poverty. As <strong>of</strong> 2007, 89% <strong>of</strong> families<br />

in Calabarzon had access to safe water while this was<br />

only 76% in Mimaropa. During <strong>the</strong> same year, 16% <strong>of</strong><br />

<strong>the</strong> Batangas population did not have access to safe<br />

drinking water. Six percent <strong>of</strong> <strong>the</strong> families in Calabarzon<br />

and 20% <strong>of</strong> those in Mimaropa were without sanitary<br />

toilet facilities. The absence <strong>of</strong> safe water and sanitary<br />

toilet facilities are associated with diarrhea and o<strong>the</strong>r<br />

water and food-borne diseases.<br />

In relation to climate change adaptation, <strong>the</strong> National<br />

Objectives for Health in <strong>the</strong> <strong>Philippines</strong> (NOH 2005-<br />

2010) does not specifically cite climate change as a<br />

cause <strong>of</strong> health problems, yet major causes <strong>of</strong> mortality<br />

currently are recognized as climate sensitive diseases:<br />

under-nutrition (3.7 million), diarrhea (1.8 million),<br />

and malaria (1.1 million). Acute or upper respiratory<br />

tract infection was <strong>the</strong> leading cause <strong>of</strong> morbidity in<br />

<strong>the</strong> provinces <strong>of</strong> Batangas, Occidental, and Oriental<br />

Mindoro (2007). Pneumonia was <strong>the</strong> top cause <strong>of</strong><br />
