<strong>Interim</strong> Report, No 3, 19 <strong>September</strong> <strong>2011</strong> – 18 <strong>March</strong> 2012<br />
• Preparation and delivery of national two days ReCAP seminar on the EU Climate and Energy<br />
Package, Belgrade, Serbia (29 and 30 <strong>March</strong> 2012). Focus: main legislative elements (ETS,<br />
effort sharing, renewables, CCS, F-gases and CO2 from cars including fuel quality). Target<br />
group: industry, CSOs; central, regional and local authorities, background institutions.<br />
• Preparation and delivery of one day national seminar on the EU Climate and Energy Package,<br />
Istanbul, Turkey (13 April 2012). This seminar planned under Activity 2.1 will be combined<br />
with a workshop on the ETS (Activity 2.3). Target group: high level officials, CEOs and<br />
NGOs for the first part (Focus: Climate and energy package) and industry (environment)<br />
managers, authorities and NGOs for the second part (Focus: Generic workshop on Emission<br />
Trading Scheme).<br />
• Preparation and delivery of national two days ReCAP seminar on opportunities, benefits and<br />
challenges of EU Climate policy and legislation, Albania, Tirana, (6 and 7 June 2012 Focus:<br />
main legislative elements (ETS, effort sharing, renewables, CCS, F-gases and CO2 from cars<br />
including fuel quality). Target group: industry, CSOs; central, regional and local authorities,<br />
background institutions.<br />
• Preparation and delivery of national two days ReCAP seminar on opportunities, benefits and<br />
challenges of EU Climate policy and legislation, Montenegro, Podgorica, (4 and 5 July 2012<br />
Focus: main legislative elements (ETS, effort sharing, renewables, CCS, F-gases and CO2<br />
from cars including fuel quality). Target group: industry, CSOs; central, regional and local<br />
authorities, background institutions.<br />
Activity 2.2 GHG Reporting<br />
Implemented activities during the third interim <strong>report</strong>ing period<br />
• Delivery of regional workshop on the Monitoring Mechanism Decision (280/2004/EC) and<br />
its implementing provisions, Tirana, Albania (16 – 17 November, <strong>2011</strong>).<br />
The workshop concentrated its efforts on presenting the Common Reporting Format (CRF)<br />
Reporter tool of the UNFCCC and its use in compiling data for the GHG Registries. The MMD<br />
itself establishes mechanism for monitoring all anthropogenic emissions by sources and removals<br />
by sinks of GHGs. It enables the implementation of the UNFCCC and the Kyoto Protocol as<br />
regards national programmes, GHG inventories, national systems and registries of the Community<br />
and its Member States (MS). Additionally, it ensures the timeliness, completeness, accuracy,<br />
consistency, comparability and transparency of <strong>report</strong>ing by the Community and its MS to the<br />
UNFCCC. The training successfully provided:<br />
1. Introduction to the CRF Reporter tool;<br />
2. Overview of Annex I countries experience in using the CRF Reporter (Austria, Croatia,<br />
Germany, Romania);<br />
3. Overview of RENA country state of play regarding GHG emission inventories;<br />
4. How to use IPCC methods to estimate emissions from fuel combustion and fugitive<br />
emissions;<br />
5. How to compile national GHG inventory by using the CRF Reporter tool.<br />
The participants were also given two “real-life-medium-difficulty emission estimation” tasks: 1) fuel<br />
combustion sectoral approach and 2) fuel combustions reference approach which were successfully<br />
accomplished with the assistance of RENA experts.<br />
