“Regional Environmental Network for Accession”<br />

The project team implemented sub-regional trainings designed under the Activity 4.1, involving approximately 20<br />
participants per training + inspectors from two other RENA countries in order to improve the exchange of<br />
experience. The trainings were implemented for the first four batch of countries. The Manual for national<br />
trainings have been developed.<br />
Activity 4.2 Country external assessments<br />
Under Activity 4.2 the country external assessments were finalised for Serbia, fYR of Macedonia and<br />
Montenegro. Site visits were <strong>org</strong>anised for preparation of the <strong>report</strong>s for Albania and Kosovo under UNSCR<br />
1244/99. The visit to Turkey is planned for December <strong>2011</strong>.<br />
Activity 4.3 EU ETS compliance<br />
The first regional workshop on EU ETS compliance is planned for May 2012 to be held in Croatia (still to be<br />
confirmed).<br />
Activity 4.4 TFS<br />
The first regional workshop on TFS (harbour and ship transport) will be <strong>org</strong>anised in collaboration with IMPEL<br />
in April 2012 in Turkey. Second workshop is planned to be held on road transport in June 2012.<br />
Activity 4.5 Inspection and Enforcement in cross border Nature protection areas<br />
The first regional workshop on nature inspection is planned to be held on Lake Ohrid in October 2012. Second<br />
regional workshop is planned to be held on Skadar Lake in November 2012.<br />
Activity 4.6 ECENA participation in relevant networking activities including IMPEL and other sister<br />
networks<br />
Collaboration with other relevant networks continued during <strong>report</strong>ing period, with main focus on collaboration<br />
with IMPEL. The efforts of the EC initiated in the previous <strong>report</strong>ing period resulted with the possibility that<br />
IMPEL will change their rules and will allow potential candidates to become the members of the IMPEL. This<br />
change will become official most probably after the next General Assembly Meeting of IMPEL that will be held<br />
in Warsaw, 24 November <strong>2011</strong>.<br />
Under this activity, 2 nd Annual meeting of WG4 will be held in Skopje on 18 October <strong>2011</strong>.<br />
Discussion on the future of RENA<br />
Ms. Ivanica explained that the discussion on the future of RENA was initiated during 2 nd SC meeting held in<br />
<strong>March</strong> <strong>2011</strong> and that Focal Points were asked to start thinking on the priorities that should be included on<br />
possible RENA 2 project.<br />
Ms. Topirceanu made an introduction with the general statement on IPA funds. IPA is instrument for preaccession<br />
process. All projects whether national or regional financed by IPA have to be related to pre-accession.<br />
Most funds under IPA are related to national projects and are distributed in line with the strategic documents<br />
produced by the countries. In 2009 it was decided that the countries had to be more involved in the process of<br />
design of projects. Eight priority sectors are established. In order to ensure more participative approach and<br />
following the decision made in 2009 working groups are created to design sector plans for the regional<br />
interventions. One counterpart has been appointed for each country (national IPA coordinators – NIPACs).<br />
NIPACs are responsible for communication with DG Enlargement. In practice it has been demonstrated that<br />
communication between NIPACs, line ministries in the countries and RENA Focal Points has not been<br />
established at the expected level. Sector plan was produced for the period <strong>2011</strong> – 2013. Twice a year<br />
coordination meetings are <strong>org</strong>anised by DG Enlargement for NIPACs. On these meetings strategic decisions<br />
and choices are made. One of the strategic decisions is related to RENA 2. At the meeting held in May <strong>2011</strong>, it<br />
was expected that some basic grounds for priorities for RENA 2 will come from RENA 1. However, these<br />
grounds were not ready for meeting in May. NIPAC for fYR of Macedonia, Mr. Vlatko Trpeski therefore took<br />
over the responsibility to coordinate the process of consulting RENA FPs and relevant stakeholders in order to<br />
make necessary preparations for drafting the project fiche. The information was collected, but the lessons<br />
learned from RENA 1 showed that the focus of the countries is rather regional. Draft project fiche has been<br />
developed, but it has been rejected since multi beneficiary context has not been properly justified. Therefore<br />
more efforts are needed in collecting the relevant information in order to prepare justifiable project fiche proving<br />
the sustainability of the possible future project.<br />
Ms. Ivanica confirmed that first attempt to receive the information and proposals from FPs for RENA 2 were<br />
not at the expected level as most of them could fit perfectly under national IPA and some of them were related<br />
to the activities that are already under implementation in RENA 1. Therefore it has been decided to launch<br />
