<strong>Interim</strong> Report, No 3, 19 <strong>September</strong> <strong>2011</strong> – 18 <strong>March</strong> 2012<br />
The following subjects and materials will be covered:<br />
• Introduction on international and European legislation on transboundary shipments of waste;<br />
• Enforcement of waste shipment rules;<br />
• Waste classification;<br />
• Case study from the region;<br />
• Safety issues;<br />
• IMPEL TFS Training DVD;<br />
• Port Inspections;<br />
• Collaboration and Communication;<br />
• End of waste criteria;<br />
• Dealing with illegal shipments of waste and their return;<br />
• Customs procedures and administrative processes;<br />
• Practical exercises with site visit (harbour/road border site).<br />
PPTs, checklists, basic supporting documents and regulations (use will be made of IMPEL<br />
documents adapted to the situation in the RENA countries) will be provided.<br />
The selected training topics will be related to the selected pilot sites and accordingly adapted<br />
(harbor and road transport).<br />
Activity 4.5 Inspection and Enforcement in cross border Nature protection areas<br />
The present activity scheme is closely linked with the activity scheme described in Working Group<br />
3 Cross-Border Cooperation & Multilateral Environmental Agreements - Nature Protection, which<br />
has the general objective to Create a forum of officials from candidate countries and potential<br />
candidates to exchange experience on issues of transboundary relevance including transposition,<br />
implementation and enforcement of EU legislation on nature.<br />
The present activity scheme is especially focused on the enforcement aspects. Many issues are<br />
relevant in this respect including:<br />
• the need for transboundary cooperation;<br />
• the need for joint management (for example harmonized monitoring indicators, centralized<br />
joint baseline data, and monitoring data);<br />
• legal framework harmonisation with integrated roles into national legislation.<br />
The regulatory role is not only confined to nature aspects but also aspects regarding the<br />
environment. Depending on the area strengthening the regulatory and enforcement capacity might<br />
be needed for specific nature aspects but also for fisheries, forestry, and water management and<br />
environmental management in general.<br />
Since RENA countries in the area of Nature Inspection are collaborating with GREENFORCE,<br />
the training topics have been selected in cooperation with GREENFORCE experts and with<br />
feedback from the WG 4 coordinators in the selected countries for the pilot sites.<br />
