Delivery of the ETS components within the Activity 2.1 ReCAP events<br />
Within the ReCAP events the second parts addresses ETS legislation and its implementation. The<br />
focus is on the issue that will remain the focal technical challenge for the administrations and the<br />
industry: monitoring, <strong>report</strong>ing and verification (MRV) of GHG emissions at the installation level.<br />
These systems are a precondition for any cap-and-trade scheme.<br />
The key objective is to provide an overview of how monitoring, <strong>report</strong>ing and verification can be<br />
<strong>org</strong>anised at the national level and what is required from the installations to comply with the MRV<br />
obligations.<br />
The agenda will include the following items:<br />
• Generic explanation of ETS (cap and trade);<br />
• Monitoring, Reporting, Verification, Accreditation for ETS (post 2012);<br />
• Central role of the monitoring plan in the Compliance with ETS;<br />
• Steps towards Compliance, Verification and the Submission of Emission Reports:<br />
Requirements and formats of emission <strong>report</strong>s;<br />
• Experience in emission monitoring and <strong>report</strong>ing from installations of a Member State;<br />
• Aviation inclusion into the ETS.<br />
The agenda’s are currently under development and the facilitators are being contacted by RENA<br />
with assistance from DG Climate Action.<br />
Preparation of a regional workshop on functioning of Registries - 6 July 2012<br />
The preliminary draft agenda for this event is due in May 2012 and the facilitators will be recruited<br />
with the assistance of DG Climate Action.<br />
Next to the full activation of the Union registry, existing national registries will also be operational,<br />
in particular for the allocation of allowances and the completion of compliance activities for<br />
stationary installations.<br />
These registries exist for all the EU Member States plus Norway, Iceland and Liechtenstein. The<br />
agenda will include the following items:<br />
• National plans indicating the allowances assigned to each Member State;<br />
• Accounts (held by a company or a physical person) to which those allowances have been<br />
allocated;<br />
• Transfers of allowances ("transactions") performed by the account holders;<br />
• Annual verified CO2 emissions from installations;<br />
• Annual reconciliation of allowances and verified emissions, where each company must have<br />
surrendered enough allowances to cover all its emissions.<br />
The national registries also provide access to significant information, including a number of <strong>report</strong>s<br />
on the participants and the performance of the trading scheme.<br />
