• Drafting of Annual Emission Report (AER) and Verification of Emission Data by<br />

Independent Verifier against approved MP.<br />

In line with the EU ETS Directive, the Commission has adopted guidelines for the monitoring and<br />

<strong>report</strong>ing of greenhouse gas emissions, known as "MRG". The original guidelines were adopted in<br />

2004 for the first trading period (2005-2007) and revised in 2007 for the second trading period<br />

(2008-2012). For the third trading period (2013-2020), the Commission is currently preparing two<br />

regulations replacing the MRG in the future: one on monitoring and <strong>report</strong>ing and one on<br />

accreditation and verification.<br />

The training topics are based on specific tasks of inspectors within this framework and specifically<br />

refer to the process of monitoring, <strong>report</strong>ing, and verification. These topics are to be further<br />

elaborated in Task 2 and 3.<br />

Elaboration of training materials and subjects<br />

The following subjects will be covered in the training and presentation materials:<br />

• Introduction on ETS and ETS post 2012;<br />

• Monitoring , Reporting, Verification and Accreditation;<br />

• Monitoring Plans;<br />

• Formats of emission <strong>report</strong>s;<br />

• Experience in Germany and Croatia;<br />

• Accreditation of Verifiers;<br />

• Free industry allocation post 2012;<br />

• Inclusion of aviation in the EU ETS.<br />

Activity 4.4 Transfrontier Shipment of Waste (TFS)<br />

Delivery of the regional workshop on TFS, Istanbul, Turkey (18 – 19 April 2012)<br />

Delivery of the regional workshop on TFS, Skopje, fYR of Macedonia (13 – 14 June 2012)<br />

The following preparatory activities for delivery of the above workshop will be implemented in the<br />

period February – April 2012:<br />

Finalisation of training topics (TFS with special reference to compliance and enforcement systems):<br />

In 1994 the Council Regulation 259/93 on the supervision and control of shipments of waste<br />

within, into and out of the European Community, came into force. One of the main purposes of<br />

the European waste regulation is to prevent the shipment of environmentally harmful waste to<br />

countries that do not have the provisions to cope with these wastes. Another purpose is to take<br />

care of the environmentally sound processing of the waste. The regulation has been replaced by the<br />

Waste Shipment Regulation 1013/2006 in 2007. The enforcement of this Waste Shipment<br />

Regulation WSR (further referred to as WSR) is a competence of individual Member States. For an<br />

effective and efficient enforcement, <strong>org</strong>anizations have to cooperate over their national borders as<br />

transboundary movements of wastes exceed these borders.<br />

Since RENA countries in the area of TFS are collaborating with IMPEL, the training topics have<br />

been selected in cooperation with IMPEL experts and with feedback from the WG 4 coordinators<br />
