Planning for Startup<br />
Startup is the transitional phase between plant construction completion and commercial<br />
operations, including all <strong>of</strong> the activities that bridge these two phases. Planning for Startup<br />
consists <strong>of</strong> a sequence <strong>of</strong> activities that begins during requirements definition and extends<br />
through initial operations. This section assesses the level <strong>of</strong> Startup Planning by evaluating the<br />
degree <strong>of</strong> implementation <strong>of</strong> specific activities throughout the various phases <strong>of</strong> a project.<br />
On a scale <strong>of</strong> 0 to 10, with 0 indicating not effective and 10 indicating very effective, please<br />
