5. Dress<br />
a. Physical violence against any member or guest of the <strong>Tougaloo</strong> <strong>College</strong> community.<br />
b. Deliberate interference with academic freedom and freedom of speech (including not<br />
only disruption of a class, but also interference with the freedom of any speaker<br />
properly invited by an organization, campus group or activity).<br />
c. Theft or willful destruction of <strong>College</strong> property or the property of members of the<br />
<strong>College</strong> community.<br />
d. Forcible interference with the freedom of movement of any member or guest of the<br />
<strong>College</strong>.<br />
e. Unauthorized entrance to, or possession of, the offices or records of any members of<br />
the <strong>College</strong> community.<br />
f. Noise Ordinance<br />
<strong>Tougaloo</strong> <strong>College</strong> is committed to maintaining an environment which does not<br />
disrupt the academic integrity of the institution. Therefore, it is necessary that we<br />
institute the following noise ordinance must be adhered to:<br />
1. No one has the right to create unnecessary noise.<br />
2. The proliferation of boom boxes, portable audios, tape players and CD<br />
players being played outside of dwellings, sidewalks, in the park, on steps,<br />
and porches of buildings is prohibited. Individuals who find it necessary to<br />
operate them with headsets or head phones attached so that the persons who<br />
desire to listen to these devices may enjoy them in comfort and that they may<br />
not be permitted to create a nuisance in the <strong>College</strong> community.<br />
3. Owners of vehicles are prohibited to play loud music while operating or<br />
driving through campus.<br />
4. Music with excessive profanity or demeaning terms is prohibited at all times.<br />
5. Unnecessary horn blowing on campus is prohibited.<br />
6. All campus facilities including residence halls are under quiet hour, which<br />
means that noise levels should be moderate.<br />
The <strong>College</strong> does not wish to rely upon the powers of outside agencies in<br />
handling disturbances on campus. Therefore, it becomes essential that<br />
dissenters comply with appropriate requests by <strong>College</strong> officials to terminate<br />
any actions which are contrary to the interests of the academic community or<br />
jeopardize the rights and safety of its inhabitants.<br />
<strong>Tougaloo</strong> intends to be in full compliance with the City of Jackson’s noise ordinance.<br />
Offenders will be forwarded to the Judiciary Council where a decision will be<br />
followed as outlined in the Judicial Process. Off campus violators will be subject to<br />
being banned from the campus.<br />
While the <strong>College</strong> understands the constant changes in fashion, <strong>Tougaloo</strong> <strong>College</strong><br />
students are expected to dress in a manner representative of a higher education institution<br />
and an educated individual. To create an environment that promotes a positive and<br />
