As shown earlier, <strong>the</strong> directive explicitly refers to <strong>the</strong> onl<strong>in</strong>e health resource, <strong>in</strong>clud<strong>in</strong>g eHealth,<br />

reveal<strong>in</strong>g a possible force to <strong>the</strong> implementation <strong>in</strong> healthcare. A wide path has already been traveled by MS<br />

at national level <strong>in</strong> <strong>the</strong> implementation <strong>of</strong> ICT <strong>in</strong> healthcare. And <strong>the</strong> trend towards <strong>the</strong> use <strong>of</strong> ICT <strong>in</strong><br />

healthcare is grow<strong>in</strong>g. Take advantage <strong>of</strong> this "<strong>in</strong>stalled capacity" <strong>and</strong> this technological movement <strong>in</strong><br />

support <strong>of</strong> ICT, are forces to <strong>the</strong> use <strong>of</strong> ICT <strong>in</strong> policy implementation. However, for this to be possible<br />

electronic tools compatible for transfer <strong>of</strong> <strong>in</strong>formation between countries must have available. It should be<br />

noted that such a situation might reveal a weakness <strong>in</strong> <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> policy, if <strong>in</strong> possession <strong>of</strong><br />

disparate <strong>and</strong> <strong>in</strong>compatible electronic media <strong>in</strong> <strong>the</strong> transfer <strong>of</strong> <strong>in</strong>formation related to users.<br />

In addition to <strong>the</strong> compatibility <strong>and</strong> st<strong>and</strong>ardization <strong>of</strong> computer systems for <strong>the</strong> shar<strong>in</strong>g <strong>of</strong> <strong>in</strong>formation,<br />

proves to be necessary to make available, by electronic means reliable, secure <strong>and</strong> quality, relevant cl<strong>in</strong>ical<br />

<strong>in</strong>formation <strong>and</strong> st<strong>and</strong>ardized, as well as <strong>the</strong> personal health records <strong>of</strong> citizens/patients. A recommendation<br />

report <strong>of</strong> PwC for <strong>the</strong> European Commission (PwC, 2012) [13] exposed that <strong>the</strong> majority <strong>of</strong> websites <strong>of</strong> <strong>the</strong><br />

National Contact Po<strong>in</strong>ts do not present <strong>the</strong> <strong>in</strong>formation types that are <strong>in</strong>cluded <strong>in</strong> <strong>the</strong> Directive. This is an<br />

obligation <strong>of</strong> <strong>the</strong> MS that is not accomplished yet. The accessibility <strong>of</strong> <strong>in</strong>formation is crucial for both<br />

pr<strong>of</strong>essionals <strong>and</strong> patients.<br />

However, we should recall that <strong>the</strong> EU countries f<strong>in</strong>d <strong>the</strong>mselves <strong>in</strong> a context <strong>of</strong> economic recession<br />

which may delay/prevent <strong>in</strong>vestment <strong>in</strong> <strong>new</strong> ICT solutions <strong>in</strong> health. This may not happen if it is<br />

demonstrated <strong>the</strong> efficiency ga<strong>in</strong> <strong>in</strong> <strong>the</strong> use <strong>of</strong> <strong>in</strong>formation technologies. It is thus a priority for <strong>the</strong><br />

implementation <strong>of</strong> <strong>the</strong> policy <strong>of</strong> <strong>in</strong>vestments <strong>in</strong> ICT <strong>in</strong> order to create synergies <strong>and</strong> economies <strong>of</strong> scale. Let<br />

us remember that <strong>in</strong>ternationally, <strong>the</strong> potential <strong>of</strong> <strong>in</strong>formation technologies for <strong>the</strong> provision <strong>of</strong> more<br />

effective healthcare is recognized (Espanha, 2010) [14]. A relevant factor is <strong>the</strong> dist<strong>in</strong>ct work<strong>in</strong>g methods<br />

undertaken by health pr<strong>of</strong>essionals who may be a barrier to <strong>the</strong> use <strong>of</strong> ICTs <strong>in</strong> health. One way to overcome<br />

this obstacle is that ICT will need to demonstrate efficiency ga<strong>in</strong>s, <strong>and</strong> <strong>the</strong>y have to be more users friendly<br />

<strong>and</strong> promote quality healthcare <strong>and</strong> effective so that healthcare pr<strong>of</strong>essionals are encouraged to use <strong>the</strong>m.<br />

Ano<strong>the</strong>r issue is <strong>the</strong> aptitude to adopt <strong>and</strong> accept a <strong>new</strong> technology that is not equal <strong>in</strong> <strong>the</strong> EU countries. The<br />

“Special Eurobarometer 382 - Public Attitudes towards Robots” [15] showed that, on <strong>the</strong> average, 22% <strong>of</strong><br />

<strong>the</strong> European citizens are favorable to <strong>the</strong> use <strong>of</strong> robots <strong>in</strong> healthcare, but 27% are aga<strong>in</strong>st it. However, <strong>the</strong><br />

differences between countries are considerable (from 8% to 38%, for favorable <strong>and</strong> from 14% to 53%, for<br />

unfavorable)<br />

The various health systems were outl<strong>in</strong>ed, <strong>in</strong> general terms, <strong>in</strong> <strong>the</strong> light <strong>of</strong> two models: (i) <strong>the</strong> Bismarck's<br />

model <strong>and</strong> (ii) <strong>the</strong> Beveridge model, orig<strong>in</strong>at<strong>in</strong>g <strong>in</strong> Germany <strong>and</strong> United K<strong>in</strong>gdom, respectively. In essence,<br />

both advocate <strong>the</strong> pr<strong>in</strong>ciple that healthcare should not depend on <strong>the</strong> ability to pay, <strong>and</strong> <strong>the</strong>refore <strong>the</strong><br />

associated <strong>in</strong>come contribution. In addition to <strong>the</strong> common essence, <strong>in</strong> fact, all have <strong>the</strong>ir own <strong>characteristics</strong><br />

that could put barriers to policy implementation, so you will need to create concrete implementation rules <strong>the</strong><br />

same for national health systems do not overlap <strong>the</strong> right <strong>of</strong> movement <strong>of</strong> patients <strong>in</strong> cross-border healthcare.<br />

And, f<strong>in</strong>ally, with regard to cultural <strong>and</strong> l<strong>in</strong>guistic issues <strong>in</strong> <strong>the</strong> EU, you may remember that ma<strong>in</strong>ly<br />

multil<strong>in</strong>gualism has been part <strong>of</strong> politics, Community legislation <strong>and</strong> practice s<strong>in</strong>ce <strong>the</strong> time <strong>of</strong> <strong>the</strong> Treaty <strong>of</strong><br />

Rome. As a number <strong>of</strong> policies were evolv<strong>in</strong>g, multil<strong>in</strong>gualism is also emerg<strong>in</strong>g as an element <strong>of</strong> <strong>the</strong> EU's<br />

external policies, as highlighted by <strong>the</strong> Euro-Mediterranean Summit <strong>of</strong> <strong>the</strong> M<strong>in</strong>isters <strong>of</strong> culture. It is<br />

evidenced that <strong>the</strong> two general objectives <strong>of</strong> multil<strong>in</strong>gualism policy <strong>in</strong>cludes, on <strong>the</strong> one h<strong>and</strong>, enabl<strong>in</strong>g<br />

citizens to be fluent <strong>in</strong> two languages <strong>in</strong> addition to <strong>the</strong>ir mo<strong>the</strong>r tongue (a goal called “mo<strong>the</strong>r tongue plus
