appearance <strong>of</strong> <strong>the</strong> <strong>new</strong> <strong>in</strong>novations <strong>of</strong> <strong>in</strong>formation <strong>and</strong> communication technologies (ICTs) a transformation<br />

process has started, which has changed our op<strong>in</strong>ion on social differences or economic advantages <strong>and</strong><br />

disadvantages. S<strong>in</strong>ce recognis<strong>in</strong>g <strong>the</strong> grow<strong>in</strong>g importance <strong>of</strong> <strong>the</strong> notion <strong>of</strong> <strong>in</strong>formation <strong>society</strong>, modern social<br />

sciences have certa<strong>in</strong>ly <strong>the</strong> task to discover <strong>and</strong> evaluate <strong>the</strong> ma<strong>in</strong> <strong>characteristics</strong> <strong>of</strong> changes <strong>in</strong>duced by <strong>the</strong><br />

<strong>in</strong>formation age. Actually <strong>the</strong>re is an <strong>in</strong>creas<strong>in</strong>g dem<strong>and</strong> on clarify<strong>in</strong>g what reasons are <strong>in</strong> <strong>the</strong> background <strong>of</strong><br />

disparities. Among <strong>the</strong> <strong>in</strong>fluenc<strong>in</strong>g factors <strong>of</strong> <strong>the</strong> <strong>in</strong>formation <strong><strong>in</strong>equalities</strong> both economic <strong>and</strong> social factors<br />

could be mentioned, <strong>and</strong> last but not least an <strong>in</strong>creas<strong>in</strong>g role is believed to be played by space (geography) as<br />

well. The explanation <strong>of</strong> <strong>the</strong> function <strong>of</strong> geography <strong>in</strong> <strong>in</strong>formation <strong><strong>in</strong>equalities</strong> by <strong>the</strong> clarification <strong>of</strong> regional<br />

disparities <strong>and</strong> virtual space differences could serve <strong>the</strong> better underst<strong>and</strong><strong>in</strong>g <strong>of</strong> recent days’ alter<strong>in</strong>g<br />

processes, thus we may expect better policy solutions on develop<strong>in</strong>g ICT awareness <strong>and</strong> reduc<strong>in</strong>g digital<br />

<strong><strong>in</strong>equalities</strong>.<br />

Why space <strong>and</strong> virtuality should be stressfully emphasized? Why is it important to deal with spatial<br />

questions <strong>in</strong> a world, where <strong>in</strong>formation – that are <strong>the</strong> key factors <strong>of</strong> social <strong>and</strong> economic development – are<br />

available <strong>the</strong>oretically everywhere? To be precise, we only th<strong>in</strong>k that <strong>in</strong>formation is freely accessible for<br />

everyone <strong>and</strong> at all places <strong>of</strong> <strong>the</strong> globe. It was many times proved that <strong>the</strong> role <strong>of</strong> geographical space could<br />

be treated as a borderless <strong>and</strong> friction free world [1] [2] only if we look on <strong>the</strong> topic as a Utopian th<strong>in</strong>g [3].<br />

We could only <strong>the</strong>oretically state that ensured by <strong>new</strong> <strong>in</strong>formation <strong>and</strong> communication technologies <strong>the</strong><br />

everyday troubles orig<strong>in</strong>ated from spatiality could disappear, namely <strong>the</strong> ardently wished dream, <strong>the</strong><br />

overcom<strong>in</strong>g on space may become reality. Empiric results on <strong>the</strong> o<strong>the</strong>r h<strong>and</strong> still prove that geography<br />

matters today as well [4]. This concept realised that previous geographical pr<strong>in</strong>ciples are also st<strong>and</strong><strong>in</strong>g <strong>the</strong>ir<br />

ground <strong>in</strong> recent <strong>new</strong> environment. It is important that possibilities <strong>of</strong> <strong>in</strong>formation communication network<br />

connections <strong>and</strong> <strong>in</strong>frastructural grounds <strong>of</strong> b<strong>and</strong>width, which determ<strong>in</strong>e <strong>the</strong> speed <strong>of</strong> communication<br />

connections, are still unequally distributed <strong>in</strong> space. This <strong>new</strong> form <strong>of</strong> communication is dependent on real<br />

world’s spatial bounds, on geographical position <strong>of</strong> access po<strong>in</strong>ts, materiality <strong>of</strong> cables, as well as on o<strong>the</strong>r<br />

<strong>in</strong>frastructural, social <strong>and</strong> economic <strong>in</strong>fluences outside <strong>the</strong> world <strong>of</strong> wires.<br />

2. Theoretical considerations on pr<strong>in</strong>cipal factors <strong>of</strong> ICT <strong><strong>in</strong>equalities</strong><br />

The research <strong>of</strong> ICT-based <strong><strong>in</strong>equalities</strong> despite <strong>the</strong> novelty <strong>of</strong> this term is already not unknown <strong>in</strong> circles<br />

<strong>of</strong> national <strong>and</strong> <strong>in</strong>ternational researchers. Basic works <strong>of</strong> Castells [5][6][7], Norris [8] or van Dijk [9]<br />

formulated many concepts on <strong><strong>in</strong>equalities</strong> <strong>of</strong> <strong>the</strong> <strong>in</strong>formation <strong>society</strong>. Also regional aspects <strong>of</strong> this topic<br />

became widely analysed [10][11], however it has still a lot <strong>of</strong> questions to be answered, especially <strong>in</strong> relation<br />

with recent policy mak<strong>in</strong>g <strong>and</strong> ICT management. Just to mention some, it is important to know how regions<br />

or localities differ from each o<strong>the</strong>r <strong>and</strong> what solutions are proper to manage <strong>and</strong> to develop <strong>the</strong> <strong>in</strong>formation<br />

<strong>society</strong> <strong>of</strong> <strong>the</strong> regions or specific locations.<br />

When speak<strong>in</strong>g about regional <strong><strong>in</strong>equalities</strong> <strong>in</strong> an <strong>in</strong>formation <strong>society</strong> environment, <strong>new</strong> <strong>and</strong> somewhat<br />

complex def<strong>in</strong>itions appear <strong>in</strong> scientific <strong>and</strong> policy documentation. Digital divide or sharply say<strong>in</strong>g <strong>the</strong><br />

digital gap is <strong>the</strong> expression <strong>of</strong> <strong>the</strong> researchers <strong>of</strong> <strong>in</strong>formation <strong>society</strong> on describ<strong>in</strong>g how specific <strong>the</strong><br />

<strong><strong>in</strong>equalities</strong> are <strong>in</strong> this environment. Digital divide is a multidimensional phenomenon with global divide,<br />

which reflects to <strong>the</strong> divergence <strong>of</strong> <strong>in</strong>ternet access between <strong>in</strong>dustrialised <strong>and</strong> develop<strong>in</strong>g societies, social<br />

divide, which concerns <strong>the</strong> gap between <strong>in</strong>formation rich <strong>and</strong> poor, <strong>and</strong> democratic divide, which signifies<br />

<strong>the</strong> difference between those who do, <strong>and</strong> who do not use <strong>the</strong> toolset <strong>of</strong> digital resources to engage, mobilize<br />

<strong>and</strong> participate <strong>in</strong> public life [8]. In <strong>the</strong> background <strong>of</strong> ICT-based differences <strong>the</strong>re are (also) general social<br />

dist<strong>in</strong>ctions, namely <strong>in</strong>come, education, gender or age differences <strong>of</strong> <strong>the</strong> population [12]. We should note that
