In differences <strong>of</strong> economic competitiveness beside <strong>in</strong>herited <strong><strong>in</strong>equalities</strong> <strong>new</strong> mechanisms appeared<br />

significantly as well. ICTs <strong>in</strong> global economic processes revaluated <strong>the</strong> factors <strong>of</strong> labour market by various<br />

solutions <strong>of</strong> distant work<strong>in</strong>g, or by plac<strong>in</strong>g adm<strong>in</strong>istrative jobs (back <strong>of</strong>fices) to o<strong>the</strong>r countries, or simply by<br />

<strong>the</strong> solutions <strong>of</strong> lease-work based upon <strong>the</strong> usage <strong>of</strong> <strong>in</strong>formation technologies. In <strong>the</strong> <strong>new</strong> <strong>in</strong>formation<br />

economy <strong>the</strong>se regions <strong>and</strong> employees are sometimes called “peripheral workers” <strong>in</strong> contrast with <strong>the</strong> central<br />

regions’ developed “core labour force”. Lease-workers <strong>of</strong> peripheral regions are work<strong>in</strong>g only <strong>in</strong> rout<strong>in</strong>e<br />

distant jobs, <strong>and</strong> while <strong>the</strong>y <strong>of</strong>ten use modern technologies, <strong>the</strong>se people are not <strong>in</strong> <strong>the</strong> position to<br />

significantly alter <strong>the</strong>ir network jobs. Therefore certa<strong>in</strong> regions become centres <strong>of</strong> development, while o<strong>the</strong>rs<br />

are left out <strong>of</strong> this opportunity. Mak<strong>in</strong>g dist<strong>in</strong>ctions between central <strong>and</strong> peripheral regions can be expla<strong>in</strong>ed<br />

by many o<strong>the</strong>r economic <strong>and</strong> social reasons as well, <strong>the</strong>refore a better way <strong>of</strong> select<strong>in</strong>g prosperous or lagg<strong>in</strong>g<br />

beh<strong>in</strong>d areas is <strong>the</strong> multivariable approach.<br />

Inequalities <strong>of</strong> <strong>the</strong> <strong>in</strong>formation age are <strong>of</strong>ten expla<strong>in</strong>ed by general human factors, with<strong>in</strong> those also<br />

geography-related ones are usually mentioned. The <strong>in</strong>ternational World Internet Project survey, which was<br />

carried out annually <strong>in</strong> many countries, also reflected on <strong>the</strong> ma<strong>in</strong> diversity topics to be analysed [16].<br />

Among <strong>the</strong> mentioned factors <strong>of</strong> <strong><strong>in</strong>equalities</strong> <strong>the</strong> ma<strong>in</strong> ones are qualification, age, gender, ethnicity <strong>and</strong><br />

<strong>in</strong>come differences, but additionally urban-rural <strong>and</strong> regional differences were also recognized as decisive<br />

elements. Accord<strong>in</strong>g to this <strong>the</strong> role <strong>of</strong> space <strong>in</strong> differences is worth to be described <strong>in</strong> details not only<br />

<strong>the</strong>oretically but empirically as well.<br />

3. Regional <strong>in</strong>equality <strong>characteristics</strong>: <strong>the</strong> first order disparities <strong>of</strong> <strong>in</strong>formation<br />

<strong>society</strong> <strong>and</strong> economy<br />

Based on <strong>the</strong> above- mentioned <strong>the</strong>oretical considerations <strong>the</strong> role <strong>of</strong> spatial factors <strong>in</strong> <strong><strong>in</strong>equalities</strong> can be<br />

divided <strong>in</strong>to two groups. The first one covers factors which are primarily <strong>in</strong>fluenc<strong>in</strong>g <strong>the</strong> chance <strong>of</strong> access<strong>in</strong>g<br />

<strong>in</strong>formation. Basically those are measured by accessibility <strong>in</strong>dicators <strong>and</strong> by <strong>the</strong> built up level <strong>of</strong><br />

<strong>in</strong>frastructural circumstances. On <strong>the</strong> o<strong>the</strong>r h<strong>and</strong> a second group <strong>of</strong> factors could be def<strong>in</strong>ed, which <strong>in</strong> fact<br />

rely on <strong>the</strong> state <strong>of</strong> <strong>the</strong> first group <strong>of</strong> factors, but are exert<strong>in</strong>g disparity processes on <strong>the</strong>ir own as well. The<br />

second group consists <strong>of</strong> <strong>in</strong>dicators <strong>of</strong> usage habits both qualitatively <strong>and</strong> quantitatively. It could also be<br />

stated that while <strong>the</strong> first group <strong>of</strong> factors are basically connected to <strong>in</strong>frastructure diffusion <strong>in</strong> geographical<br />

space, <strong>the</strong> second one takes place basically <strong>in</strong> virtual space. Therefore it is right if we formulate two k<strong>in</strong>ds <strong>of</strong><br />

<strong><strong>in</strong>equalities</strong>: <strong>the</strong> first order disparities <strong>of</strong> <strong>the</strong> <strong>in</strong>formation <strong>society</strong> <strong>and</strong> economy, those are regional<br />

<strong><strong>in</strong>equalities</strong>, <strong>and</strong> <strong>the</strong> second order disparities <strong>of</strong> <strong>the</strong> <strong>in</strong>formation <strong>society</strong> <strong>and</strong> economy, those are <strong><strong>in</strong>equalities</strong><br />

<strong>in</strong> virtual space.<br />

By <strong>the</strong> application <strong>of</strong> regional science’s def<strong>in</strong>ition <strong>of</strong> external spaces, <strong>in</strong> <strong>the</strong> context <strong>of</strong> <strong>in</strong>formation<br />

economy <strong>and</strong> <strong>society</strong> only <strong>the</strong> space could be named external, which def<strong>in</strong>itely had <strong>the</strong> momentum <strong>of</strong><br />

localisation or <strong>the</strong> attachment to geographical (physical) space. The obvious localisation is made possible on<br />

<strong>the</strong> one h<strong>and</strong> by assign<strong>in</strong>g data to traditional spatial units, settlements, municipalities or regions, on <strong>the</strong> o<strong>the</strong>r<br />

h<strong>and</strong> by spatial del<strong>in</strong>eation <strong>of</strong> material objects with known geographical positions. All <strong>the</strong> formations that<br />

could be identified along <strong>the</strong>se cross-sections are possible to be visualised <strong>in</strong> physical space, <strong>and</strong> herewith<br />

form <strong>the</strong> specific external space <strong>of</strong> <strong>in</strong>formation <strong>society</strong>.<br />

Cable networks <strong>of</strong> <strong>in</strong>formation transference are represent<strong>in</strong>g <strong>the</strong> specific at <strong>the</strong> same time significantly<br />

important material fundamentals <strong>of</strong> <strong>the</strong> communication <strong>in</strong>frastructure that is form<strong>in</strong>g <strong>the</strong> technical system <strong>of</strong><br />

conditions <strong>of</strong> <strong>the</strong> <strong>in</strong>formation <strong>society</strong>. Actually <strong>the</strong> most important “public utility” <strong>of</strong> <strong>the</strong> <strong>in</strong>formation <strong>society</strong>,
