Section 6 SIX <strong>Mitigation</strong> StrategySECTIONSIX<strong>Mitigation</strong> Strategy6.1 PURPOSEThe purpose of this section is to present the Government of <strong>Guam</strong>’s hazard mitigation strategy.Specifically, this section describes the processes used to create this strategy, including acapability assessment, a discussion of available mitigation funding sources, a description ofmitigation goals, and a comprehensive list of mitigation actions, including an implementationstrategy. For the purpose of mitigation planning, goals are defined as general guidelines thatexplain what a community wants to achieve in terms of hazard and loss prevention. <strong>Mitigation</strong>actions, also referred to as projects, are specific activities that help a community reach its goals.The following DMA 2000 requirements for the capability assessment and mitigation strategy donot apply to <strong>Guam</strong> because the Government of <strong>Guam</strong> is the only direct grant recipient on <strong>Guam</strong>.• Local capability assessment (Requirement § 201.4[c][3][ii])• Local funding and technical assistance (Requirement § 201.4[c][4][i])• Local plan integration (Requirement § 201.4[c][4][ii])• Prioritizing local assistance (Requirement § 201.4[c][4][iii])• <strong>Mitigation</strong> actions (Requirement § 201.4[c][3][iii][Element E])6.2 CAPABILITY ASSESSMENTThe DMA 2000 requirements for consideration by FEMA for the evaluation of the Governmentof <strong>Guam</strong>’s hazard mitigation capabilities are shown below and addressed in the following text.DMA 2000 REQUIREMENTS – MITIGATION STRATEGY – STATE CAPABILITY ASSESSMENTState Capability AssessmentRequirement § 201.4(c)(3)(ii): [The State mitigation strategy shall include a] discussion of the State’s pre-and postdisasterhazard management policies, programs, and capabilities to mitigate the hazards in the area, including: anevaluation of State laws, regulations, policies, and programs related to hazard mitigation as well as to developmentin hazard-prone areas [and] a discussion of State funding capabilities for hazard mitigation projects.ElementA. Does the new or updated plan include an evaluation of the State’s pre-disaster hazard management policies,programs, and capabilities?B. Does the new or updated plan include an evaluation of the State’s post-disaster hazard managementpolicies, programs, and capabilities?C. Does the new or updated plan include an evaluation of the State’s policies related to development in hazardprone areas?D. Does the new or updated plan include a discussion of State funding capabilities for hazard mitigationprojects?E.
