Section 7 SEVEN <strong>Plan</strong> Mainten an ce ProcessSECTIONSEVEN<strong>Plan</strong> Maintenance Process7.1 PURPOSEThe purpose of this section is to describe the formal process to ensure that the 2011 <strong>Guam</strong> HMPremains an active and relevant document. The plan maintenance process includes a schedule formonitoring and evaluating the <strong>Guam</strong> HMP and the mitigation measures annually and revisingand updating the <strong>Guam</strong> HMP every 3 years. This section also describes how the Government of<strong>Guam</strong> will integrate public participation throughout the plan maintenance process. In addition,this section discusses whether previous plan maintenance efforts worked and what changes havebeen made to address any shortfalls.7.2 MONITORING, EVALUATING, AND UPDATING THE HMPThe DMA 2000 requirements for consideration by FEMA for the plan maintenance process areshown below and addressed in the following text.DMA 2000 REQUIREMENTS – PLAN MAINTENANCE PROCESS - MONITORING, EVALUATING,AND UPDATING THE PLANMonitoring, Evaluating, and Updating the <strong>Plan</strong>Requirement § 201.4(c)(5)(i): [The Standard State <strong>Plan</strong> Maintenance Process must include an] established methodand schedule for monitoring, evaluating, and updating the plan.ElementA. Does the new or updated plan describe the method and schedule for monitoring the plan? (i.e., identifies theparty responsible for monitoring, includes schedule for reports, site visits, phone calls, and/or meetings)B. Does the new or updated plan describe the method and schedule for evaluating the plan? (i.e., identifies theparty responsible for evaluating the plan, includes the criteria used to evaluate the plan)C. Does the new or updated plan describe the method and schedule for updating the plan?D. Does the updated plan include an analysis of whether the previously approved plan’s method and scheduleworked and what elements or processes, if any, were changed?Source: FEMA 2008.7.2.1 Analysis of the 2008 <strong>Plan</strong> Maintenance ProceduresThe 2008 <strong>Guam</strong> HMP outlined a plan maintenance process in with the GHMO would carry outthe following activities: distribute a questionnaire to the HMAC 1 month before the annualmeeting; collect completed questionnaires 1 week before the HMAC convenes; summarize theresults of the questionnaires; and distribute these findings to all HMAC members in the annualmeeting. Due to changes in staff and staff positions, lack of time for mitigation planning, andother factors, these activities were not carried out. Therefore, for the 2011 <strong>Guam</strong> HMP, new planmaintenance measures have been developed, mainly that the HS/OCD will be responsible for themonitoring of the plan on an annual basis, and the HMAC will only convene after a majordisaster and/or before the next 3-year HMP update.7.2.2 HMP MonitoringAs outlined in previous versions of the <strong>Guam</strong> HMP, the GHMO will continue to be responsiblefor the overall monitoring of the plan.
