SECTIONSEVEN<strong>Plan</strong> Maintenance Process2004, the GHMO has made an effort—and will continue to make an effort—to visit each projectsite four times (start, midpoint, completion, and closeout). On closeout, an agency or departmentthat uses grant funding must also submit a Final Claim Form (shown in Appendix G [<strong>Plan</strong>Maintenance Documents]) to the GHMO.7.3.2 Review of Progress on Implementing <strong>Mitigation</strong> Goals and <strong>Mitigation</strong> ActionsIn its annual meeting, the GHMO and HS/OCD <strong>Plan</strong>ning staff will analyze completed anduncompleted mitigation projects. Likewise, after a major disaster, the HMAC will do the same.For a completed project, the party with primary responsibility for implementing that project willprovide a summary of the project, the respective goals and objectives of the plan that wereachieved, a description of whether the results of the action matched the intended results, and ifimplementation of the action was cost-effective. For projects that have not been completed, theagency with primary responsibility will provide an overview of the project that will include thecurrent project status.7.3.3 Implementation of 2008 <strong>Mitigation</strong> ActionsThe 2008 <strong>Guam</strong> HMP identified 25 high-priority mitigation actions. As described below, 5 ofthese projects were implemented.• Harden GMH’s Emergency Room access area and the third and fourth floor A-Wing• Adopt and enforce the 2009 IBC and IRC as the model building codes• Develop a sustainable, comprehensive public awareness campaign for multi-hazardmitigation efforts in print, television, and radio advertisements• Tie down, reinforce, and shield air-conditioning systems at health care clinics• Obtain funding to update the <strong>Guam</strong> HMP every 3 years and after a major disaster7.4 CONTINUED PUBLIC INVOLVEMENTThe Government of <strong>Guam</strong> is dedicated to direct public involvement in the continual reshapingand updating of the <strong>Guam</strong> HMP. Although the HMAC represents the public to some extent, thepublic is entitled to directly comment on and provide feedback regarding the updates andrevisions to the plan. In compliance with DMA 2000, the 2011 <strong>Guam</strong> HMP and the variousrevision processes to the 2011 <strong>Guam</strong> HMP will be made accessible to the public.Copies of the 2011 <strong>Guam</strong> HMP will continue to be available for review at the HS/OCD and onthe HS/OCD website. All copies of the 2011 <strong>Guam</strong> HMP will list the address and phone numberof the GHMO, who is responsible for monitoring public comments and accepting suggestionsregarding plan revisions. The HMAC will identify opportunities to raise awareness in thecommunity about the 2011 <strong>Guam</strong> HMP, hazards, and potential mitigation projects.7-4
