SECTIONSIX<strong>Mitigation</strong> Strategy6.4 MITIGATION GOALSThe DMA 2000 requirements for consideration by FEMA for mitigation goals are shown belowand addressed in the following text.DMA 2000 REQUIREMENTS – MITIGATION STRATEGY – HAZARD MITIGATION GOALS<strong>Hazard</strong> <strong>Mitigation</strong> GoalsRequirement § 201.4(c)(3)(i): [The State mitigation strategy shall include a] description of State goals to guide theselection of activities to mitigate and reduce potential losses.Requirement § 201.4(d): <strong>Plan</strong> must be reviewed and revised to reflect changes in development, progress instatewide mitigation efforts, and changes in priorities.ElementA. Does the new or updated plan provide a description of State mitigation goals that guide the selection ofmitigation activities? (GOALS are long-term; represent what the state wants to achieve, such as “eliminateflood damage;” and are based on the risk assessment findings.)B. Does the updated plan demonstrate that the goals were assessed and either remain valid or have beenrevised?Source: FEMA 2008.Five mitigation goals provide the foundation for the 2011 <strong>Guam</strong> HMP. The goals were originallydeveloped for the 2005 <strong>Guam</strong> HMP through solicitation of HMAC members and through variousmeetings with Government of <strong>Guam</strong> agencies and other organizations. The 2008 <strong>Guam</strong> HMPretained the same mitigation goals, because no new hazards were profiled in the 2008 <strong>Guam</strong>HMP and no major disasters had occurred since 2005. Although the 2011 <strong>Guam</strong> HMP addednon-seismic ground failure hazards (sinkholes), slope failure hazards (non-seismic landslide,mudslide, and post-fire debris flow), and terrorism to the list of hazards to be addressed in the2011 <strong>Guam</strong> HMP, the GHMO and HMAC determined that the existing mitigation goalssufficiently addressed the new hazards profiled in this HMP update. Also, no major disastershave occurred in the period from the 2008 <strong>Guam</strong> HMP to the 2011 <strong>Guam</strong> HMP. As a result, the2011 <strong>Guam</strong> HMP includes the same five mitigation goals described in the 2005 and 2008 <strong>Guam</strong>HMPs. The goals are as follows.• Goal 1: Improve the quality and comprehensiveness of information on assets and hazards• Goal 2: Reduce risks of disaster damage to existing buildings and infrastructure, especiallyEFMUTS• Goal 3: Promote disaster-resistant development and disaster recovery• Goal 4: Develop institutional support of hazard mitigation within Government of <strong>Guam</strong>agencies and the public• Goal 5: Protect human health and safety6-18
