SECTIONSIX<strong>Mitigation</strong> Strategyof both study costs and project costs, with a maximum contribution of $5 million for projectcosts. The applicant is responsible for operation and maintenance of the project.• Section 103. This program funds hurricane and storm damage reduction protection activities.The federal share may not exceed $3 million for each project. Work under this authorityprovides for protection or restoration of public shorelines by the construction of revetments,groins, and jetties and may include periodic sand replenishment.<strong>Plan</strong>ning Assistance to <strong>States</strong>. This program assists states in the development of comprehensiveplans relating to the development, use, and conservation of water and related land resources. TheUSACE funds 50 percent of study costs and $25,000 to $75,000 of project costs, with amaximum of $500,000 annual allotment per state/territory. Currently, a waiver exists for initialstudy costs under this program.Congressional Authorization (Major Civil Works Projects). Feasibility studies that USACEundertakes for major civil works projects that indicate federal interests (a benefit/cost ratiogreater than unity) may be funded through Congressional Authorization of the proposedprogram.National Flood Risk Management Program. The National Flood Risk Management Programwas established in May 2006 for the purpose of integrating and synchronizing USACE flood riskmanagement programs and activities, both internally and with the counterpart activities ofFEMA, other federal agencies, state organizations, and regional and local agencies. This programprovides education and planning services for flood hazards and floodplain management.Department of Commerce, Economic Development AdministrationPublic Work and Economic Development Facilities Grants. These grants are given to publicagencies and private nonprofit organizations for the building or expansion of facilities that areessential to industrial and commercial growth.Technical Assistance Grants. These grants make funding available to communities and firmsfor economic feasibility studies of resource development in the establishment of jobs. Thefunding also provides on-site support for innovative economic development techniques.Grants to Support <strong>Plan</strong>ning Organizations. Funding is available through planning grants tohelp pay for the expertise needed to plan, coordinate, and implement comprehensive economicdevelopment programs.University Center Economic Development Grants. These grants are awarded to colleges anduniversities to provide technical assistance and address the economic development problems andopportunities of their service area.Economic Adjustment Assistance Grants. This program assists states, territories, and localgovernments in solving recent and anticipated severe adjustment problems that may result inabrupt and serious job losses and helping areas implement strategies to reverse and halt longtermeconomic deterioration, including natural disasters.National Oceanic and Atmospheric Administration (NOAA), Office of Coastal ResourceManagementCoastal Management Program. NOAA enters into partnerships (through cooperativeagreements) with states and territories in which NOAA provides funding, technical assistance,6-10
