SECTIONTWOBackgroundanalyses should not be used to predict the probability or magnitude of specific hazard events orthe potential damage from a hazard event at a specific location.The 2011 <strong>Guam</strong> HMP is designed as an instrument of mitigation, primarily for natural disastersand other environmentally related events. Although some human involvement is implied withmany of the hazards profiled herein, this document is not intended to address the prevention ormitigation of the possible impacts from terrorist activity. The term terrorism encompassesintentional, criminal, or malicious acts involving weapons of mass destruction, includingbiological, chemical, nuclear, and radiological weapons; arson, incendiary, explosive, and armedattacks; industrial sabotage and intentional hazardous material (HAZMAT) releases; and cyberterrorism (attacks by means of computer). Therefore, it is not the intent of the 2011 <strong>Guam</strong> HMPto preemptively address these specific events.Definitions of the key terms found throughout this document are provided in Appendix C(Definitions).2-3
