DLM is responsible formanaging land use and ensuring consistency of existing and futureuses with public goals and interests through management of zoningand subdivisions. The current zoning and subdivision ordinances arelimited to regulating type of development allowed (i.e., within zonesdesignated as residential, commercial, or industrial). In addition tothe current zoning and subdivision ordinances, <strong>Guam</strong> should consideradopting hazard-specific overlay zoning ordinances to regulatedevelopment in high hazard areas.Pre and post Yes The BSP is in the process of updating the seashore reserve zoneordinance. The update of the seashore reserve zone ordinance islikely to result in the extension of the reserve boundary and changesto land use permitted in the reserve. Extending the seashore reserveand limiting types of development within the seashore reserve zonewould create an opportunity to further regulate inappropriatedevelopment in hazard-prone areas. The new seashore reserve plan isscheduled to be released in the spring of 2011.Pre and post Yes <strong>Guam</strong>’s floodplain management ordinance was adopted in 1998 inExecutive Order 98-30. <strong>Guam</strong>’s floodplain management ordinanceguides the management of all floodplain areas, as determined byFEMA maps for flood boundaries and flood insurance. The ordinanceenables DPW to oversee management of floodplain areas in a mannerthat mitigates against tropical cyclone, flood and tsunami events. Thefloodplain management ordinance meets the minimum requirementsof the NFIP, which is discussed below.6-4
