Under theprogram, GEPA controls nonpoint pollution from agricultural areas,new urban development, existing development, construction sites,roads and bridges, marinas, waterways, and wetlands. The programenables GEPA to support hazard mitigation activities that reduce thepotential of nonpoint pollution during floods or tropical cyclones.Pre No The CNMI/<strong>Guam</strong> Stormwater Management Manual was released inOctober 2006. In addition, DPW released a Stormwater DrainageMaster <strong>Plan</strong> in 2010.Pre and post No DPHSS, in cooperation with other local government agencies, thetourism industry, the medical community, and private industry, hasprepared and implemented a SARS Response Manual addressingidentification of a SARS case, clinician preparedness to deal with acase of SARS, medical facility preparedness to handle a SARSpatient, community preparedness, and public education andawareness. The protocols and procedures that have been developed torespond to a potential SARS case can be applied to a future infectiousrespiratory disease threat. Agencies, organizations, and individualsthat participated in the SARS response manual can be quickly set upas a working task force to respond to other diseases.Pre No Title 10 of the <strong>Guam</strong> Code, Annotated provides DPHSS with theability to control plague-infected rodents. DPHSS has established aVector Control Program to implement and administer the rodentcontrol requirements described in Title 10. The program enablesDPHSS to enforce an international quarantine to control rodents,provide the public with rodent bait, and take steps to eradicate rodentharborages and breeding areas.6-6
