SECTIONSIX<strong>Mitigation</strong> Strategy6.5 MITIGATION ACTIONSThe DMA 2000 requirements for consideration by FEMA for hazard mitigation actions areshown below and outlined in the following text.DMA 2000 REQUIREMENTS – MITIGATION STRATEGY – MITIGATION ACTIONS<strong>Mitigation</strong> ActionsRequirement § 201.4(c)(3)(iii): [State plans shall include an] identification, evaluation, and prioritization of costeffective,environmentally sound, and technically feasible mitigation actions and activities the State is consideringand an explanation of how each activity contributes to the overall mitigation strategy. This section should be linkedto local plans, where specific local actions and projects are identified.ElementA. Does the new or updated plan identify cost-effective, environmentally sound, and technically feasiblemitigation actions and activities the State is considering?B. Does the new or updated plan evaluate these actions and activities?C. Does the new or updated plan prioritize these actions and activities?D. Does the new or updated plan explain how each activity contributes to the overall State mitigation strategy?E. Does the new or updated plan address how the mitigation strategy reflects actions and projects identified inlocal plans?Source: FEMA 2008.6.5.1 Potential <strong>Mitigation</strong> ActionsThe 2011 <strong>Guam</strong> HMP contains a list of 50 mitigation actions that the HMAC considered forimplementation (Table 6-2). The potential mitigation actions came from the following sources:• 20 non-implemented mitigation actions identified in the 2008 <strong>Guam</strong> HMP implementationstrategy• 1 implemented mitigation action identified in the 2008 <strong>Guam</strong> HMP related to the funding,updating, and adopting of the <strong>Guam</strong> HMP• 29 mitigation actions submitted by HMAC representatives before and during the secondHMAC meetingTable 6–2Potential <strong>Mitigation</strong> ActionsAction No.12DescriptionComprehensively inventory and update all EFMUTS at risk from hazards in order to provideemergency responders with accurate information about critical facilities. Inventory informationshould include exact location, facility type, owner/operator, replacement/insured value, year built,primary structural system, secondary building system/redundancy, building material, roofmaterial/type, mitigation upgrades (e.g., shutters, seismic retrofit), potential secondary impactsdue to failure, and prior disaster impacts.Comprehensively inventory and annually update the GBS data using the Department of Taxationand Revenue property tax roll database in order to provide emergency responders with accurateinformation about critical facilities. Include GBS detailed characteristics such as building/landuse type (e.g., residential, commercial, industrial), replacement/insured value (structure andcontents), year built, primary building material, roof material/type, mitigation upgrades, and priordisaster impacts.6-19
