Federal program created by Congress in 1968 that makesflood insurance available in communities that enact minimum floodplain managementregulations as indicated in 44 CFR §60.3.Objectives. Objectives define strategies or implementation steps to attain the identified goals.Unlike goals, objectives are specific and measurable.Open space preservation. Preserving undeveloped areas from development through any numberof methods, including low-density zoning, open space zoning, easements, or public or privateacquisition. Open space preservation is a technique that can be used to prevent flood damage inflood-prone areas, land failures on steep slopes or liquefaction-prone soils, and can enhance thenatural and beneficial functions of floodplains.Ordinance. A term for a law or regulation adopted by a local government.Performance standards. Standards setting the allowable effects or levels of impact ofdevelopment. Often used in conjunction with traditional zoning, the standards typically addressspecific environmental conditions, traffic, or stormwater runoff. Can also be imposed onstructures in hazard areas to ensure they withstand the effect of hazards.<strong>Plan</strong>ning. The act or process of making or carrying out plans; the establishment of goals,policies, and procedures for a social or economic unit.<strong>Plan</strong>ning team. A group composed of government, private sector, and individuals with a varietyof skills and areas of expertise, usually appointed by a city or town manager, or chief electedofficial. The group finds solutions to community mitigation needs and seeks communityacceptance of those solutions.<strong>Policy</strong>. A course of action or specific rule of conduct to be followed in achieving goals andobjectives.Post-disaster mitigation. <strong>Mitigation</strong> actions taken after a disaster has occurred, usually duringrecovery and reconstruction.Post-disaster recovery ordinance. An ordinance authorizing certain governmental actions to betaken during the immediate aftermath of a hazard event to expedite implementation of recoveryand reconstruction actions identified in a pre-event plan.Post-disaster recovery planning. The process of planning those steps the jurisdiction will taketo implement long-term reconstruction with a primary goal of mitigating its exposure to futurehazards. The post-disaster recovery planning process can also involve coordination with othertypes of plans and agencies, but it is distinct from planning for emergency operations.Power/utility failure. A power/utility failure is defined as an actual or potential shortage ofelectric power or the interruption of electrical power that significantly threatens health andsafety. Many communities are vulnerable to many localized, short and long-term energyemergencies. Power shortages or failures do occur and may be brought on by severe weatherconditions, such as blizzards, ice storms, extreme heat, thunderstorms, or events such as war, orcivil disturbance.C-10
