SECTIONTHREE<strong>Plan</strong>ning Process DocumentationIn the week after the first meeting, the GHMO and URS team conducted over 25 individualmeetings with nearly all Government of <strong>Guam</strong> agencies and other relevant on-island parties. Thepurpose of these meetings was to gather information that could contribute to the preparation ofthe plan, including risk assessment data/maps, and suggested mitigation strategy actions.During the approximately 8 weeks before the next HMAC meeting, the GHMO and URS teamfocused on completing the draft risk assessment, the draft capability assessment, and the draftmitigation strategy. This work required a high level of interaction between the GHMO, HMACmembers, the planning consultant, and other relevant parties.A second meeting of the HMAC and other interested parties was held on September 7, 2004. Themeeting was attended by 15 individuals, including a quorum of the HMAC and representativesfrom 13 Government of <strong>Guam</strong> agencies. GHMO led the meeting, with support by URS; topicsaddressed included reviewing the draft risk assessment and creating potential mitigation goals,objectives, and actions.After the second meeting, members of the HMAC were asked to take a day and a half to consideran implementation strategy for the top 50 hazard mitigation actions (28 of which were existingHMGP project applications and 22 of which were new). The third meeting of the HMAC washeld on September 9, 2004. The purpose of the meeting was to discuss the implementationstrategy. The meeting was attended by 22 individuals, including a quorum of the HMAC andrepresentatives from 13 Government of <strong>Guam</strong> agencies. GHMO led the meeting, with support byURS; topics addressed included completing the implementation strategy and outlining the planmaintenance procedures.Approximately 1 month after the third 2005 <strong>Guam</strong> HMP preparation meeting, the GHMO, withsupport from URS, prepared a Draft 2005 <strong>Guam</strong> HMP and submitted the draft document toFEMA for a courtesy review on October 10, 2004. Concurrently, the GHMO presented the Draft2005 HMP to HMAC members for review and comment. In early November, the GHMO, withsupport from URS, reviewed and incorporated comments received by FEMA and HMACmembers. The GHMO then submitted a Final Draft 2005 <strong>Guam</strong> HMP to the Governor andLieutenant Governor’s offices for review. In February 2005, the GHMO incorporated allrevisions made by the Governor and Lieutenant Governor’s offices and resubmitted the Final2005 <strong>Guam</strong> HMP to both offices for adoption by Executive Order. The Governor and LieutenantGovernor signed Executive Order 2005-06, adopting the Final 2005 <strong>Guam</strong> HMP on February 24,2005.3.2.2 HMP Update Process, 2008As noted in Section 2 (Background), the 2005 <strong>Guam</strong> HMP was a living document that would beupdated every 3 years, as required by DMA 2000. As such, the first plan update was preparedduring a 3-month period from February through April 2008.To kick off the 2008 <strong>Guam</strong> HMP update process, during the first week of January 2008, theHMAC reviewed and analyzed each section of the 2005 <strong>Guam</strong> HMP to determine the areas thatwarranted an update and those that did not.After the GHMO, HMAC, and URS determined the course of action and implementationschedule to complete the plan update, the GHMO organized the first HMAC meeting of 2008.The first HMAC meeting was held on February 13 and was attended by 17 individuals, including3-2
